or so nuclear gravity bombs are necessary to preserve<br />

peace <str<strong>on</strong>g>and</str<strong>on</strong>g> prevent coerci<strong>on</strong>, it is <strong>on</strong>ly reas<strong>on</strong>able that<br />

other nati<strong>on</strong>s with less powerful military forces will<br />

decide that they also need to acquire nuclear arsenals<br />

for their security.<br />

But the fact is that the further reducti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> eventual<br />

eliminati<strong>on</strong> of TNWs are c<strong>on</strong>sidered important<br />

c<strong>on</strong>tributi<strong>on</strong>s to n<strong>on</strong>proliferati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> disarmament.<br />

Interestingly, the 2011 <strong>Strategic</strong> C<strong>on</strong>cept expressed, for<br />

the first time, <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s commitment “to create the c<strong>on</strong>diti<strong>on</strong>s<br />

for a world without nuclear weap<strong>on</strong>s in accordance<br />

with the goals of the <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> N<strong>on</strong>-Proliferati<strong>on</strong><br />

Treaty.” 20<br />

Finally, in some European host countries, there is<br />

growing c<strong>on</strong>cern about the security risks c<strong>on</strong>nected<br />

with the presence of TNWs <str<strong>on</strong>g>and</str<strong>on</strong>g> the possible danger<br />

of unauthorized use, sabotage, or theft of these weap<strong>on</strong>s.<br />

21 This is especially true after a Blue Ribb<strong>on</strong> Review<br />

c<strong>on</strong>ducted by the U.S. Air Force in 2008 highlighted<br />

deficiencies in the custody of American weap<strong>on</strong>s at<br />

European bases. The report disclosed that the majority<br />

of the bases did not meet the security st<str<strong>on</strong>g>and</str<strong>on</strong>g>ards<br />

established by the U.S. Department of Defense, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the reduced military salience of these weap<strong>on</strong>s has<br />

led to diminished attenti<strong>on</strong> by base pers<strong>on</strong>nel <str<strong>on</strong>g>and</str<strong>on</strong>g> to<br />

waning expertise. 22 This issue is particularly relevant<br />

in Belgium, where much of the discussi<strong>on</strong> of TNWs is<br />

kept alive by bombspotting acti<strong>on</strong>s by the peace movement<br />

that showcase the vulnerability of the Kleine<br />

Brogel air base, which is believed to host TNWs. 23<br />
