are seen as “strategic.” The issue of TNWs was also<br />

discussed during the 2000, 2005, <str<strong>on</strong>g>and</str<strong>on</strong>g> 2010 N<strong>on</strong>-proliferati<strong>on</strong><br />

Treaty (NPT) Review C<strong>on</strong>ferences. In the Final<br />

Document of the 2010 NPT Review C<strong>on</strong>ference, the<br />

nuclear weap<strong>on</strong> states were called up<strong>on</strong> to “address<br />

the questi<strong>on</strong> of all nuclear weap<strong>on</strong>s regardless of their<br />

type or their locati<strong>on</strong> as an integral part of the general<br />

nuclear disarmament process.” 1 In the pages to follow,<br />

we shall discuss the history of efforts to remove<br />

TNWs; the complex distincti<strong>on</strong> between strategic <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

TNWs, their current numbers, <str<strong>on</strong>g>and</str<strong>on</strong>g> their deployment;<br />

the debate in Europe about reducing or removing the<br />

remaining warheads; <str<strong>on</strong>g>and</str<strong>on</strong>g> the arms c<strong>on</strong>trol prospects<br />

in Europe in the aftermath of the New <strong>Strategic</strong> C<strong>on</strong>cept.<br />

ARMS CONTROL EFFORTS IN THE PAST<br />

In 1991, President George Bush <str<strong>on</strong>g>and</str<strong>on</strong>g> Soviet President<br />

Mikhail Gorbachev announced that they would<br />

remove from active service most of their TNWs<br />

worldwide <str<strong>on</strong>g>and</str<strong>on</strong>g> eliminate many of them unilaterally.<br />

In the Presidential <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Initiatives (PNIs) of 1991<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> 1992, both the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> the Soviet Uni<strong>on</strong><br />

acknowledged that these weap<strong>on</strong>s were no l<strong>on</strong>ger<br />

useful for warfighting. In particular, the United States<br />

withdrew its tactical muniti<strong>on</strong>s to its own territory<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> eliminated all TNWs for ground forces, including<br />

those from Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> South Korea. The Soviet Uni<strong>on</strong><br />

eliminated TNWs for ground forces <str<strong>on</strong>g>and</str<strong>on</strong>g> removed tactical<br />

nuclear warheads to central storages. One reas<strong>on</strong><br />

was the growing c<strong>on</strong>cern about the safety <str<strong>on</strong>g>and</str<strong>on</strong>g> security<br />

of Soviet nuclear weap<strong>on</strong>s at a time of increasing<br />

unrest <strong>on</strong> its territory. Between 1994 <str<strong>on</strong>g>and</str<strong>on</strong>g> 1995, the<br />

two superpowers set up a Joint Working Group to<br />
