<str<strong>on</strong>g>NATO</str<strong>on</strong>g> has sought to treat Russia as a partner rather<br />

than a potential antag<strong>on</strong>ist, but the Russian government<br />

has found <str<strong>on</strong>g>NATO</str<strong>on</strong>g> membership enlargement into<br />

former Warsaw Pact countries <str<strong>on</strong>g>and</str<strong>on</strong>g> the former Soviet<br />

republics threatening, <str<strong>on</strong>g>and</str<strong>on</strong>g> insists <strong>on</strong> the c<strong>on</strong>tinuing<br />

necessity for deterrence as a basis of the relati<strong>on</strong>ship.<br />

In such ambiguous political circumstances, the role of<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> TNWs cannot be expected to clarify.<br />

CONCLUSION: THE CONTESTED AND<br />

CONTRADICTORY SIGNIFICANCE OF <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

TNWS IN 2012<br />

The foregoing examinati<strong>on</strong> of the historical background<br />

of TNWs reveals the complexities underlying<br />

current disputes over <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear posture.<br />

Arguments for <str<strong>on</strong>g>and</str<strong>on</strong>g> against c<strong>on</strong>tinued deployment of<br />

TNWs mostly involve crosscutting themes <str<strong>on</strong>g>and</str<strong>on</strong>g> disagreements<br />

recurrent in the historical record.<br />

The present combinati<strong>on</strong> of U.S. B-61 bombs <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

dual-capable aircraft (DCA) seems to represent:<br />
