<str<strong>on</strong>g>Tactical</str<strong>on</strong>g> <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> <str<strong>on</strong>g>Weap<strong>on</strong>s</str<strong>on</strong>g> (TNWs) are a U.S. inventi<strong>on</strong><br />

deriving from research <str<strong>on</strong>g>and</str<strong>on</strong>g> development<br />

decisi<strong>on</strong>s taken around 1947-49, <str<strong>on</strong>g>and</str<strong>on</strong>g> accelerated by<br />

ominous adversarial moves such as the Soviet nuclear<br />

test in 1949 <str<strong>on</strong>g>and</str<strong>on</strong>g> the Korean War in 1950. They became<br />

the characteristic, <str<strong>on</strong>g>and</str<strong>on</strong>g> eventually cheaply mass-produced<br />

instrument of U.S. deterrence in Europe <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the Korean Peninsula. The Soviet Uni<strong>on</strong> also came<br />

to deploy large numbers of TNWs with quite different<br />

operati<strong>on</strong>al c<strong>on</strong>cepts. From their peak numbers in<br />

the late 1960s to early 1970s, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> TNWs declined<br />

due to doctrinal reevaluati<strong>on</strong> of their utility, the appearance<br />

of c<strong>on</strong>venti<strong>on</strong>al alternatives, <str<strong>on</strong>g>and</str<strong>on</strong>g>, in Europe,<br />

anti-nuclear political feeling which prevented their<br />

modernizati<strong>on</strong> or replacement <str<strong>on</strong>g>and</str<strong>on</strong>g> portrayed them as<br />

an obstacle to political change. They remain an important<br />

part of the Russian nuclear arsenal.<br />

DEFINITIONS<br />

TNWs pose serious definiti<strong>on</strong>al problems. The<br />

most cited criteria involve a short range (under the<br />

500 kilometer [km] lower limit established by the Intermediate<br />

<str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Forces [INF] Treaty of 1987) <str<strong>on</strong>g>and</str<strong>on</strong>g> a<br />
