• C<strong>on</strong>venti<strong>on</strong>al precisi<strong>on</strong> muniti<strong>on</strong>s <strong>on</strong>board<br />

bombers (B-1/52, F-15/16/18);<br />

• Refitted Ohio class submarines with approximately<br />

600 c<strong>on</strong>venti<strong>on</strong>al Tomahawk cruise<br />

missiles;<br />

• Modificati<strong>on</strong> of two of 24 nuclear-equipped<br />

Trident missiles for PGS missi<strong>on</strong>s;<br />

• Development of hypers<strong>on</strong>ic missiles <str<strong>on</strong>g>and</str<strong>on</strong>g> glide<br />

vehicles; <str<strong>on</strong>g>and</str<strong>on</strong>g>,<br />

• Potential development of anti-satellite <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

space weap<strong>on</strong>s.<br />

For all of these opti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> developments, there<br />

exist no arms c<strong>on</strong>trol framework or regime.<br />

Any improvement of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>-Russia relati<strong>on</strong>s is<br />

likely to be incremental. To the degree possible, <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Russia should therefore try to untangle the different<br />

linkages between political <str<strong>on</strong>g>and</str<strong>on</strong>g> military aspects of<br />

their relati<strong>on</strong>ship. According to the IFSH report, four<br />

parallel strategies to strengthen arms c<strong>on</strong>trol could have<br />

a positive impact <strong>on</strong> overall relati<strong>on</strong>s:<br />

• Both sides should restrict themselves in areas<br />

where they have clear military supremacy,<br />

such as c<strong>on</strong>venti<strong>on</strong>al combat forces <strong>on</strong> <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s<br />

side <str<strong>on</strong>g>and</str<strong>on</strong>g> TNWs <strong>on</strong> the Russian side;<br />

• Both sides should engage in a process of c<strong>on</strong>fidence-<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> security-building which focuses <strong>on</strong><br />

those military weap<strong>on</strong> systems that have a reduced<br />

relevance for strategic stability, such as<br />

TNWs;<br />

• <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia should support a c<strong>on</strong>tinuati<strong>on</strong><br />

of treaty-based arms c<strong>on</strong>trol by agreeing<br />
