Victor Litovkin reported <strong>on</strong> the BASIC Trident<br />

Commissi<strong>on</strong> paper but then added comments from<br />

Aleksei Arbatov, which put a very different interpretati<strong>on</strong><br />

<strong>on</strong> the nuclear arms race. Arbatov characterized<br />

both U.S. <str<strong>on</strong>g>and</str<strong>on</strong>g> Russian policy as modernizati<strong>on</strong> of arsenals<br />

of reduced size <str<strong>on</strong>g>and</str<strong>on</strong>g> stated that China was the<br />

<strong>on</strong>ly state with the ec<strong>on</strong>omic <str<strong>on</strong>g>and</str<strong>on</strong>g> technological means<br />

to radically recast <str<strong>on</strong>g>and</str<strong>on</strong>g> exp<str<strong>on</strong>g>and</str<strong>on</strong>g> its nuclear arsenal.<br />

Litovkin did note that the British debate was about extending<br />

the life of the U.S. Trident D5 missiles <strong>on</strong> Britain’s<br />

four SSBNS, which was a form of internati<strong>on</strong>al<br />

cooperati<strong>on</strong> <strong>on</strong> ballistic missile development. Litovkin<br />

asserted that Britain <str<strong>on</strong>g>and</str<strong>on</strong>g> U.S. cooperati<strong>on</strong> put them<br />

in violati<strong>on</strong> of the “Internati<strong>on</strong>al Code of C<strong>on</strong>duct<br />

against Ballistic Missile Proliferati<strong>on</strong>.” 11 Litovkin followed<br />

this article with a sec<strong>on</strong>d 2 days later. This time<br />

Arbatov’s observati<strong>on</strong>s were nowhere to be seen, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the title emphasized a race in nuclear warheads. Now<br />

Litovkin stated that the British specialists had asserted<br />

that many members of the nuclear club were engaged<br />

in a race to perfect new nuclear weap<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> delivery<br />

systems. Litovkin did see the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia<br />

as the leaders in nuclear force modernizati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> outlined<br />

what each was doing to extend the life of their<br />

existing arsenals <str<strong>on</strong>g>and</str<strong>on</strong>g> to add new nuclear capabilities.<br />

Litovkin called attenti<strong>on</strong> to new ballistic missiles in India,<br />

China, <str<strong>on</strong>g>and</str<strong>on</strong>g> Israel. The British report about foreign<br />

nuclear developments was supposed to c<strong>on</strong>tribute<br />

to Britain’s own debate over Trident renewal, which<br />

depended <strong>on</strong> U.S. <str<strong>on</strong>g>and</str<strong>on</strong>g> UK cooperati<strong>on</strong>. 12 The nuclear<br />
