which involved heavy mist <str<strong>on</strong>g>and</str<strong>on</strong>g> low visibility,<br />

the author described Vostok 2010 as “covered in fog,”<br />

a characterizati<strong>on</strong> which would better fit the c<strong>on</strong>fused<br />

military <str<strong>on</strong>g>and</str<strong>on</strong>g> political signals being sent. 57 Finally, the<br />

air <str<strong>on</strong>g>and</str<strong>on</strong>g> ground exercises near Chita <str<strong>on</strong>g>and</str<strong>on</strong>g> Khabarovsk<br />

make no sense except as resp<strong>on</strong>ses to some force<br />

threatening the territorial integrity of Eastern Siberia<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the Far East. The <strong>on</strong>ly forces with the military potential<br />

to carry out air <str<strong>on</strong>g>and</str<strong>on</strong>g> ground attacks that deep<br />

into Russian territory are the PLA in support of the socalled<br />

separatists identified in the scenario. Reflecting<br />

<strong>on</strong> the vignettes that made up Vostok 2010, Alesk<str<strong>on</strong>g>and</str<strong>on</strong>g>r<br />

Khramchikhin c<strong>on</strong>cluded that the hypothetical opp<strong>on</strong>ent<br />

in these ground <str<strong>on</strong>g>and</str<strong>on</strong>g> air operati<strong>on</strong>s was, indeed,<br />

Russia’s probable opp<strong>on</strong>ent, the PLA. He stated in his<br />

assessment of the exercise that “the probable opp<strong>on</strong>ent<br />

will defeat us in a serious c<strong>on</strong>flict.” 58 [author’s italics]<br />

The <strong>on</strong>e branch of the Russian military not involved<br />

in direct combat operati<strong>on</strong>s during Vostok<br />

2010 was the <strong>Strategic</strong> Rocket Forces, which carried<br />

out no operati<strong>on</strong>al launches. Its <strong>on</strong>ly role was defense<br />

of its bases from terrorist attacks. However, according<br />

to press reports, the exercise did end with a tactical<br />

nuclear strike. As Khramchikhin noted, such a strike<br />

was hardly in keeping with a fight against separatists<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> b<str<strong>on</strong>g>and</str<strong>on</strong>g>its. 59 This seems to suggest that c<strong>on</strong>venti<strong>on</strong>al<br />

forces could not h<str<strong>on</strong>g>and</str<strong>on</strong>g>le such a challenge to the territorial<br />

integrity of the Russian state in so vulnerable<br />

a regi<strong>on</strong> as the Far East. However, the scenario had<br />

left open the interventi<strong>on</strong> of a powerful hypothetical<br />

opp<strong>on</strong>ent in support of the separatists after their defeat<br />

<strong>on</strong> the On<strong>on</strong> River. <str<strong>on</strong>g>Tactical</str<strong>on</strong>g> nuclear weap<strong>on</strong>s are<br />

therefore expected to play the same de-escalating role<br />

against China in the case of a local war.<br />
