allies through extended deterrence guarantees. In additi<strong>on</strong>,<br />

the 2001 <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Posture Review (NPR) created<br />

a “new Triad” that included all nuclear <str<strong>on</strong>g>and</str<strong>on</strong>g> n<strong>on</strong>-nuclear<br />

strike capabilities in <strong>on</strong>e category, so that in essence<br />

dual-capable aircraft (DCA)—fighter-bombers<br />

that can deliver either c<strong>on</strong>venti<strong>on</strong>al or NSNWs—<str<strong>on</strong>g>and</str<strong>on</strong>g><br />

B-61 tactical nuclear bombs have already been part of<br />

the larger matrix of nuclear forces for more than 10<br />

years. 1 This implies that in the future, the entire U.S.<br />

nuclear arsenal will serve the needs of extended deterrence<br />

in Europe through off-shore guarantees, as<br />

it already does for America’s allies in East Asia. The<br />

United States has global interests, <str<strong>on</strong>g>and</str<strong>on</strong>g> its military has<br />

global resp<strong>on</strong>sibilities. <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> weap<strong>on</strong>s—all U.S.<br />

nuclear weap<strong>on</strong>s—will c<strong>on</strong>tinue to play a vital role as<br />

the ultimate guarantor of the nati<strong>on</strong>’s security for the<br />

foreseeable future.<br />

Multiple studies have come to the c<strong>on</strong>clusi<strong>on</strong> that<br />

nuclear weap<strong>on</strong>s are here to stay. Regardless of nati<strong>on</strong>al<br />

objectives calling for a nuclear-free world, such<br />

weap<strong>on</strong>s are likely to remain a part of the global security<br />

envir<strong>on</strong>ment, <str<strong>on</strong>g>and</str<strong>on</strong>g> will c<strong>on</strong>tinue to play a central<br />

role in U.S. security policy. Even if the United States<br />

were to take the lead in nuclear disarmament, some<br />

argue, it may nevertheless find itself <strong>on</strong>e day facing an<br />

adversary that has nuclear weap<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> believes they<br />

provide a measure of value to their nati<strong>on</strong>al power. As<br />

a counterbalance, the United States needs to maintain<br />

a robust, safe, secure, <str<strong>on</strong>g>and</str<strong>on</strong>g> reliable nuclear force structure.<br />

America’s attitude toward NSNWs historically has<br />

been that they are valuable political tools for reassuring<br />

allies, both in the North Atlantic Treaty Organizati<strong>on</strong><br />

(<str<strong>on</strong>g>NATO</str<strong>on</strong>g>) <str<strong>on</strong>g>and</str<strong>on</strong>g> in other regi<strong>on</strong>s. This reassurance<br />
