particularly c<strong>on</strong>cerning relati<strong>on</strong>s with the United<br />

States <str<strong>on</strong>g>and</str<strong>on</strong>g> the North Atlantic Treaty Organizati<strong>on</strong><br />

(<str<strong>on</strong>g>NATO</str<strong>on</strong>g>). It has formed the c<strong>on</strong>ceptual framework in<br />

which the Russian government has approached the<br />

topic of reducti<strong>on</strong>s in NSNWs. The c<strong>on</strong>cept of globalizati<strong>on</strong><br />

has been recast to reflect a different view of<br />

what it means.<br />

No Russian whom the present writers know challenges<br />

the fact that globalizati<strong>on</strong>, in the sense of increasing<br />

nati<strong>on</strong>al interdependencies, has occurred;<br />

many note that the catalyst for this fundamental<br />

change in the internati<strong>on</strong>al system began, not with<br />

technological change so much, but rather with the fall<br />

of the Uni<strong>on</strong> of Soviet Socialist Republics (USSR) <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the unchallenged rise of the United States as a global<br />

hegem<strong>on</strong>. Fyodor Lukyanov, the editor-in-chief of<br />

Russia in Global Affairs, notes that:<br />

throughout history, this territory [Russia] sometimes<br />

found itself <strong>on</strong> the periphery <str<strong>on</strong>g>and</str<strong>on</strong>g> sometimes at the<br />

center of world politics. Its collapse was a momentous<br />

event in terms of its impact <strong>on</strong> the structural stability<br />

of the internati<strong>on</strong>al system, especially in the sec<strong>on</strong>d<br />

half of the 20th century when the Soviet Uni<strong>on</strong> was<br />

not just an influential regi<strong>on</strong>al power, but <strong>on</strong>e of the<br />

two pillars <strong>on</strong> which the entire world order was based.<br />

Therefore, its collapse was not just a matter of nati<strong>on</strong>al<br />

self-percepti<strong>on</strong>, but also a radical change in the foundati<strong>on</strong><br />

of the world order. 3<br />

When <strong>on</strong>e pillar of a bipolar internati<strong>on</strong>al system<br />

collapses, the remaining pillar—in this case America—tends<br />

to occupy its place, creating a unipolar system.<br />

In the face of advances in telecommunicati<strong>on</strong>s,<br />

including the internet <str<strong>on</strong>g>and</str<strong>on</strong>g>, probably more important,<br />
