Against this multifaceted backdrop, the discussi<strong>on</strong><br />

turned to the hard reality of nati<strong>on</strong>al political <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

ec<strong>on</strong>omic imperatives as these c<strong>on</strong>fr<strong>on</strong>t force modernizati<strong>on</strong><br />

decisi<strong>on</strong>s associated with maintaining the<br />

nuclear status quo in <str<strong>on</strong>g>NATO</str<strong>on</strong>g>. The point was made that<br />

nati<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g> Alliance c<strong>on</strong>fidence <str<strong>on</strong>g>and</str<strong>on</strong>g> assurance are<br />

key within today’s envir<strong>on</strong>ment, <str<strong>on</strong>g>and</str<strong>on</strong>g> n<strong>on</strong>threatening<br />

alternatives take <strong>on</strong> added salience. Thus such less<br />

bellicose factors as stability, emphasis <strong>on</strong> defense, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

engagement itself may become more important than<br />

aggressive-seeming military capabilities in shaping<br />

this stability <str<strong>on</strong>g>and</str<strong>on</strong>g> assurance.<br />

ARMS CONTROL TAKEAWAYS AND A WAY<br />

AHEAD<br />

One primary takeaway from the Dickins<strong>on</strong> College<br />

workshop underpinning the present book is that<br />

an adapted arms c<strong>on</strong>trol process can act as a central<br />

vehicle with which to address the core issues surrounding<br />

TNWs in Europe. Arms c<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> cooperative<br />

security present <strong>on</strong>e avenue for addressing<br />

these issues, <str<strong>on</strong>g>and</str<strong>on</strong>g> it may be the preferred avenue given<br />

its vector toward transparency, cooperati<strong>on</strong>, reciprocity,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> stability. However, the traditi<strong>on</strong>al bilateral,<br />

security-focused, <str<strong>on</strong>g>and</str<strong>on</strong>g> formal arms c<strong>on</strong>trol of the Cold<br />

War must be adapted to the new realities of Europe in<br />

order to be truly relevant.<br />

Arms c<strong>on</strong>trol must be balanced. It must move to a<br />

more c<strong>on</strong>sultative process that takes note of the range<br />

of nati<strong>on</strong>al, regi<strong>on</strong>al, <str<strong>on</strong>g>and</str<strong>on</strong>g> sub-regi<strong>on</strong>al c<strong>on</strong>cerns. It<br />

must be aimed toward attaining assurance of regi<strong>on</strong>al<br />

stability within which nati<strong>on</strong>s do not have to place<br />
