RUSSIAN PERSPECTIVES ON NON-STRATEGIC<br />

NUCLEAR WEAPONS<br />

Russian n<strong>on</strong>-strategic nuclear weap<strong>on</strong>s (NSNWs)<br />

remain a hot issue in U.S.-Russian relati<strong>on</strong>s, in North<br />

Atlantic Treaty Organizati<strong>on</strong> (<str<strong>on</strong>g>NATO</str<strong>on</strong>g>)-Russian relati<strong>on</strong>s,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> in transatlantic <str<strong>on</strong>g>and</str<strong>on</strong>g> intra-European relati<strong>on</strong>s.<br />

The reas<strong>on</strong> they figure so prominently is simple:<br />

Russia has many more NSNWs than the United States.<br />

Since the United Kingdom (UK) <str<strong>on</strong>g>and</str<strong>on</strong>g> France no l<strong>on</strong>ger<br />

have NSNWs, the European balance in that category<br />

of nuclear weap<strong>on</strong>s is massively skewed—an estimated<br />

180 B-61 nuclear bombs the United States still<br />

keeps in Europe vis-à-vis several thous<str<strong>on</strong>g>and</str<strong>on</strong>g> Russian<br />

weap<strong>on</strong>s, variously estimated to be between 2,000 <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

7,000. A significant—but unknown—share of these is<br />

deployed in the Asian part of Russia, but usually estimates<br />

of the Western-Russian balance proceed from<br />

the totality of the Russian NSNW arsenal.<br />

On top of this imbalance, there are also c<strong>on</strong>cerns<br />

about the safety <str<strong>on</strong>g>and</str<strong>on</strong>g> security of NSNWs in Russia.<br />

Many believe that these weap<strong>on</strong>s are highly vulnerable<br />

to theft or diversi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> that some of them lack<br />

permissive acti<strong>on</strong> links (PALs) <str<strong>on</strong>g>and</str<strong>on</strong>g> thus could be used<br />

by unauthorized pers<strong>on</strong>s. These c<strong>on</strong>cerns, which were<br />

quite valid in the 1990s (the present author has written<br />

about them in the past), should probably no l<strong>on</strong>ger occupy<br />

our attenti<strong>on</strong>. Older weap<strong>on</strong>s that lacked PALs,<br />

which could have remained part of the arsenal 15 or<br />

so years ago, have likely been eliminated or at least refurbished<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> equipped with protecti<strong>on</strong> against unau-<br />
