The ultimate purpose of U.S. nuclear weap<strong>on</strong>s<br />

today remains the same as it has been since the late<br />

1940s: to deter an armed attack against the U.S. homel<str<strong>on</strong>g>and</str<strong>on</strong>g>,<br />

its forces <str<strong>on</strong>g>and</str<strong>on</strong>g> interests abroad, <str<strong>on</strong>g>and</str<strong>on</strong>g> its friends<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> allies. For more than 60 years, this missi<strong>on</strong> has<br />

been associated in the public mind with deterrence of<br />

an adversary’s use of its own atomic weap<strong>on</strong>s, <str<strong>on</strong>g>and</str<strong>on</strong>g>,<br />

more recently, of any weap<strong>on</strong> of mass destructi<strong>on</strong><br />

(WMD). <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> weap<strong>on</strong>s have been thought of primarily<br />

as a tool—<strong>on</strong>e of many available to a nati<strong>on</strong>state,<br />

including political, diplomatic, <str<strong>on</strong>g>and</str<strong>on</strong>g> ec<strong>on</strong>omic<br />

efforts, c<strong>on</strong>venti<strong>on</strong>al forces, <str<strong>on</strong>g>and</str<strong>on</strong>g> active <str<strong>on</strong>g>and</str<strong>on</strong>g> passive<br />

defenses—to prevent aggressi<strong>on</strong> of any kind against<br />

America’s vital nati<strong>on</strong>al interests.<br />

This chapter argues that the denominati<strong>on</strong> of certain<br />

U.S. nuclear weap<strong>on</strong>s as “n<strong>on</strong>-strategic” is not<br />

likely to c<strong>on</strong>tinue much l<strong>on</strong>ger. The small number of<br />

weap<strong>on</strong>s of this type will remain in the U.S. inventory,<br />

of course, but the name of the category itself will fall<br />

into disuse as a relic of the Cold War. Instead, today’s<br />

n<strong>on</strong>-strategic nuclear weap<strong>on</strong>s (NSNWs) will be absorbed<br />

into the manned bomber leg of the Triad comprising<br />

what are now referred to as strategic weap<strong>on</strong>s.<br />

This is due to the growing recogniti<strong>on</strong> that any<br />

nuclear use would have strategic c<strong>on</strong>sequences, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
