to determine what the end goal is or<br />

whether Russia even has a clear-cut development<br />

plan for the ultimate size of the NSNW<br />

force. It appears possible that no such determinati<strong>on</strong><br />

has yet been made. Reducti<strong>on</strong>s proceed<br />

in a piecemeal fashi<strong>on</strong>, much as the United<br />

States gradually reduced its NSNW force in<br />

Europe over the last 2 decades.<br />

• The changes in the compositi<strong>on</strong> of the NSNW<br />

arsenal hint at the degree of utility assigned<br />

to different categories. Clearly, the naval warheads<br />

represent the most valuable element of<br />

the arsenal while the ground forces no l<strong>on</strong>ger<br />

need them (at least the military <str<strong>on</strong>g>and</str<strong>on</strong>g> political<br />

leaderships do not see value in nuclear missi<strong>on</strong>s<br />

for these forces). The same might be true<br />

for the missile defense <str<strong>on</strong>g>and</str<strong>on</strong>g> air defense NSNWs,<br />

although informati<strong>on</strong> about these categories<br />

is very sketchy. N<strong>on</strong>-strategic missi<strong>on</strong>s for the<br />

Air Force seem to occupy the middle ground<br />

between these two extremes.<br />

Evoluti<strong>on</strong>ary trends of the NSNW arsenals will<br />

be treated in greater depth in the next secti<strong>on</strong>. At the<br />

moment, the most important c<strong>on</strong>clusi<strong>on</strong> is that the<br />

NSNW arsenal will c<strong>on</strong>tinue to shrink, <str<strong>on</strong>g>and</str<strong>on</strong>g> the gap<br />

between the American <str<strong>on</strong>g>and</str<strong>on</strong>g> the Russian NSNW forces<br />

will slowly narrow <strong>on</strong> their own accord without extraordinary<br />

acti<strong>on</strong> <strong>on</strong> the part of the United States <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g>.<br />
