<str<strong>on</strong>g>NATO</str<strong>on</strong>g> leaders also agreed to launch a Deterrence<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Defense Posture Review (DDPR), which is to examine<br />

the “appropriate mix” of nuclear, c<strong>on</strong>venti<strong>on</strong>al,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> missile defense forces for the Alliance. The review<br />

is to be c<strong>on</strong>cluded by the May 20, 2012, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> summit<br />

in Chicago, IL.<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> allies hold a range of views <strong>on</strong> the need for<br />

American nuclear weap<strong>on</strong>s deployed forward in Europe.<br />

Some allies, such as Germany, the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Belgium, see no territorial threat to the Alliance<br />

that requires U.S. nuclear weap<strong>on</strong>s in Europe. The<br />

German air force is replacing its Tornado aircraft with<br />

Eurofighters—which will not be wired to carry nuclear<br />

weap<strong>on</strong>s—<str<strong>on</strong>g>and</str<strong>on</strong>g> thus will lose its nuclear role when the<br />

Tornadoes are retired. The German decisi<strong>on</strong> could have<br />

a major, if not decisive, impact <strong>on</strong> Dutch <str<strong>on</strong>g>and</str<strong>on</strong>g> Belgian<br />

decisi<strong>on</strong>s about whether to retain a nuclear role for<br />

their air forces, which could in turn affect Italian <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Turkish views <strong>on</strong> maintaining nuclear weap<strong>on</strong>s <strong>on</strong><br />

their territory. If decisi<strong>on</strong>s by individual <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members<br />

lead to the ab<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>on</strong>ment of DCA, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> could<br />

find itself disarming by default.<br />

Other allies, including the Baltic states <str<strong>on</strong>g>and</str<strong>on</strong>g> countries<br />

in Central Europe, see a c<strong>on</strong>tinued need for U.S.<br />

nuclear weap<strong>on</strong>s in Europe as a means of underscoring<br />

the U.S. security commitment to <str<strong>on</strong>g>NATO</str<strong>on</strong>g>. Their<br />

view is shaped by c<strong>on</strong>cern that Russia might still<br />

pose a threat to their security. Russian statements <strong>on</strong><br />

missile defense such as the <strong>on</strong>e by President Dmitry<br />

Medvedev <strong>on</strong> November 23, 2011, threatening to tar-<br />
