ABOUT THE CONTRIBUTORS
JAMES A. BLACKWELL is a Special Advisor to
the Assistant Chief of Staff, Strategic Deterrence <strong>and</strong>
<strong>Nuclear</strong> Integration, Headquarters U.S. Air Force
(USAF), Washington, DC. Dr. Blackwell is responsible
for providing expertise <strong>and</strong> intellectual leadership
on developing the organization while posturing the
USAF during policy, strategy, planning, <strong>and</strong> budgeting
reviews as well as engaging in arms control processes.
WILLIAM F. BURNS, Major General, U.S. Army
(Retired), was the 9th Director of the U.S. Arms Control
<strong>and</strong> Disarmament Agency. In 1992, he was President
Bush’s special envoy to Russia <strong>and</strong> other states of
the former Soviet Union to negotiate the terms of U.S.
assistance to dismantle former Soviet nuclear weapons.
Later, Major General Burns served as chairman of
the National Academy of Science’s 1997 study on the
future of U.S. nuclear weapons policy <strong>and</strong> co-chairman
of the 2005 study on monitoring <strong>and</strong> verification
of nuclear weapons reduction agreements.
EVGENY BUZHINSKI, Lieutenant General, Russian
Army (Retired), served as an officer in both the
Soviet <strong>and</strong> Russian Armies. His assignments abroad
included the assistant military attaché to Cyprus <strong>and</strong>
Turkey. Lieutenant General Buzhinski also served as
Chief of the International Treaties Department.
MALCOLM CHALMERS is Director of Research
<strong>and</strong> Professorial Fellow in British Security Policy at
the Royal United Services Institute in London, United
Kingdom (UK). He is also Visiting Professor of De-
