although the risk of nuclear attack against <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

members is at an historic low, the presence of U.S. nuclear<br />

weap<strong>on</strong>s—combined with <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s unique nuclear-sharing<br />

arrangements under which n<strong>on</strong>-nuclear<br />

members participate in nuclear planning <str<strong>on</strong>g>and</str<strong>on</strong>g> possess<br />

specially c<strong>on</strong>figured aircraft capable of delivering nuclear<br />

weap<strong>on</strong>s—c<strong>on</strong>tribute to Alliance cohesi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

provide reassurance to allies <str<strong>on</strong>g>and</str<strong>on</strong>g> partners who feel<br />

exposed to regi<strong>on</strong>al threats. 17<br />

In this sense the Obama administrati<strong>on</strong> is paying<br />

homage to the status quo in Europe, despite the President’s<br />

visi<strong>on</strong>ary Prague speech.<br />

The United States keeps a limited number of forward-deployed<br />

nuclear weap<strong>on</strong>s in Europe, plus, as<br />

the NPR said, “a small number of nuclear weap<strong>on</strong>s<br />

stored in the United States for possible overseas deployment<br />

in support of extended deterrence to allies<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> partners worldwide.” 18 The NPR c<strong>on</strong>cluded that<br />

in the near term the United States will:<br />

• “Retain the capability to forward-deploy U.S.<br />

nuclear weap<strong>on</strong>s <strong>on</strong> tactical fighter-bombers<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> heavy bombers, <str<strong>on</strong>g>and</str<strong>on</strong>g> proceed with full<br />

scope life extensi<strong>on</strong> for the B-61 bomb including<br />

enhancing safety, security, <str<strong>on</strong>g>and</str<strong>on</strong>g> use c<strong>on</strong>trol.<br />

• Retire the nuclear-equipped submarine launched<br />

cruise missile (TLAM-N).<br />

• C<strong>on</strong>tinue to maintain <str<strong>on</strong>g>and</str<strong>on</strong>g> develop l<strong>on</strong>g-range<br />

strike capabilities that supplement U.S. forward<br />

military presence <str<strong>on</strong>g>and</str<strong>on</strong>g> strengthen regi<strong>on</strong>al<br />

deterrence.<br />
