to maintain U.S. forces to ensure deterrence.<br />

President Barack Obama highlighted this c<strong>on</strong>tinuing<br />

requirement for nuclear weap<strong>on</strong>s in his April 2009<br />

Prague, Czech Republic, speech in which he laid out<br />

a visi<strong>on</strong> of a nuclear-free world at some future point.<br />

While highlighting the visi<strong>on</strong>, he also emphasized<br />

the flip side: that while the United States would take<br />

“c<strong>on</strong>crete steps towards a world without nuclear<br />

weap<strong>on</strong>s,” he recognized that the world was still a<br />

dangerous place. Accordingly, he said, “As l<strong>on</strong>g as<br />

these weap<strong>on</strong>s exist, the United States will maintain a<br />

safe, secure, <str<strong>on</strong>g>and</str<strong>on</strong>g> effective arsenal to deter any adversary,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> guarantee that defense to our allies.” 4<br />

As a sovereign, independent nati<strong>on</strong>-state, the primary<br />

U.S. nati<strong>on</strong>al security goal must be the protecti<strong>on</strong><br />

of its own people, territory, <str<strong>on</strong>g>and</str<strong>on</strong>g> interests. This is<br />

a core security requirement, <str<strong>on</strong>g>and</str<strong>on</strong>g> the deterrent value<br />

of America’s nuclear arsenal is unquesti<strong>on</strong>ed in this<br />

realm. But as the President reminded us, the United<br />

States has also promised to protect many of its friends<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> allies around the world. It does this by extending its<br />

nuclear <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>venti<strong>on</strong>al “umbrella” over more than<br />

30 states. The c<strong>on</strong>cept of extended deterrence simply<br />

means that <strong>on</strong>e state will provide security for another<br />

state through the threat of punishment against a third<br />

party that may wish to attack or coerce the sec<strong>on</strong>d<br />

state. It is a logical extrapolati<strong>on</strong> of deterrence theory,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> is a promise not given lightly, nor to every<strong>on</strong>e.<br />

Extended deterrence commits the United States to the<br />

possibility of going to war with another great power<br />

if necessary in order to protect a more vulnerable allied<br />

state. 5 It is a policy that extends the protecti<strong>on</strong> of<br />

America’s military, typically its nuclear umbrella, to<br />

friends <str<strong>on</strong>g>and</str<strong>on</strong>g> allies far from North America <str<strong>on</strong>g>and</str<strong>on</strong>g> the U.S.<br />
