decisi<strong>on</strong> to go ahead with a renewal of the Trident<br />

force was made by the previous Labour government<br />

under Prime Minister T<strong>on</strong>y Blair in 2006. Whether<br />

such a debate is a realistic possibility may be open<br />

to doubt, since it is questi<strong>on</strong>able whether any of the<br />

mainstream UK parties would be willing to take it <strong>on</strong>.<br />

But were it to start simmering, the current British government<br />

may become a little nervous if there were to<br />

be an <strong>on</strong>going <str<strong>on</strong>g>and</str<strong>on</strong>g> potentially quite fractious debate<br />

under way within <str<strong>on</strong>g>NATO</str<strong>on</strong>g> about the future of nuclear<br />

weap<strong>on</strong>s in the rest of Europe.<br />

The underlying UK government rati<strong>on</strong>ale for pursuing<br />

a new generati<strong>on</strong> of strategic nuclear weap<strong>on</strong>s is<br />

as an insurance policy <str<strong>on</strong>g>and</str<strong>on</strong>g> a hedge against the uncertainty<br />

of what the threats will be in the decades ahead.<br />

In that sense, it remains wedded to the fundamentals<br />

of nuclear deterrence. But some even within the British<br />

military establishment have questi<strong>on</strong>ed whether<br />

the cost of what is being c<strong>on</strong>templated for the future is<br />

proporti<strong>on</strong>ate to the likely risk. That argument could<br />

find echoes in how <str<strong>on</strong>g>NATO</str<strong>on</strong>g> c<strong>on</strong>templates the cost of<br />

retaining forward-deployed nuclear weap<strong>on</strong>s in Europe.<br />

Quite simply, do the potential risks justify the<br />

potential scale of future budgetary commitments?<br />

At the same time it is keeping faith with the nuclear<br />

deterrence rati<strong>on</strong>ale, the British government has also<br />

been interested in exploring how to renew the broad<br />

applicati<strong>on</strong> of deterrence to c<strong>on</strong>venti<strong>on</strong>al capabilities<br />

in the modern world, in part to help sustain the rati<strong>on</strong>ale<br />

for c<strong>on</strong>tinuing to invest in certain aspects of<br />

its c<strong>on</strong>venti<strong>on</strong>al armed forces. How these two str<str<strong>on</strong>g>and</str<strong>on</strong>g>s<br />

of future deterrence will be balanced has a bearing<br />

not <strong>on</strong>ly <strong>on</strong> the shape <str<strong>on</strong>g>and</str<strong>on</strong>g> character of the UK armed<br />

forces in the l<strong>on</strong>g run, but also possibly <strong>on</strong> L<strong>on</strong>d<strong>on</strong>’s<br />
