stockpiles of short-range nuclear weap<strong>on</strong>s; (2) be<br />

c<strong>on</strong>sidered in the c<strong>on</strong>text of U.S.-Russian arms c<strong>on</strong>trol<br />

negotiati<strong>on</strong>s; <str<strong>on</strong>g>and</str<strong>on</strong>g> (3) weigh the countervailing political<br />

effects within the Alliance <str<strong>on</strong>g>and</str<strong>on</strong>g> in the minds of potential<br />

adversaries. In that regard, the impact <strong>on</strong> the<br />

proliferati<strong>on</strong> of WMD within <str<strong>on</strong>g>and</str<strong>on</strong>g> without the Alliance<br />

as a result of changes in the deterrence posture should<br />

also be c<strong>on</strong>sidered.<br />

Additi<strong>on</strong>ally, c<strong>on</strong>sidering the importance of burden-sharing<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>sultati<strong>on</strong> in the Alliance, Allied<br />

participati<strong>on</strong> in the nuclear missi<strong>on</strong> also lends credibility<br />

to their voice <strong>on</strong> the future of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear<br />

policy. Finding innovative ways to exp<str<strong>on</strong>g>and</str<strong>on</strong>g> the sharing<br />

of risks <str<strong>on</strong>g>and</str<strong>on</strong>g> resp<strong>on</strong>sibilities am<strong>on</strong>g Allies will increase<br />

the credibility of the deterrent <str<strong>on</strong>g>and</str<strong>on</strong>g> manifest alliance<br />

solidarity, ultimately providing more leverage in negotiating<br />

reducti<strong>on</strong>s in U.S.-Russian n<strong>on</strong>-strategic nuclear<br />

forces in Europe. The importance of sharing the<br />

risks <str<strong>on</strong>g>and</str<strong>on</strong>g> resp<strong>on</strong>sibilities of maintaining U.S. nuclear<br />

weap<strong>on</strong>s in Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> a robust c<strong>on</strong>sensus-based<br />

nuclear posture cannot be over-emphasized. In every<br />

discussi<strong>on</strong> regarding the future of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear<br />

policy <str<strong>on</strong>g>and</str<strong>on</strong>g> potential changes to it, burden-sharing was<br />

c<strong>on</strong>sidered the most important criteri<strong>on</strong> by the Allies.<br />

The Alliance c<strong>on</strong>tinues to believe that a fundamental<br />

aspect of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s collective security posture<br />

is maintaining sufficient capability to meet the full<br />

spectrum of current <str<strong>on</strong>g>and</str<strong>on</strong>g> future threats <str<strong>on</strong>g>and</str<strong>on</strong>g> challenges<br />

from a positi<strong>on</strong> of strength. The Romans said it best:<br />

Sic vis pacem, para bellum (if <strong>on</strong>e wants peace, prepare<br />

for war), <str<strong>on</strong>g>and</str<strong>on</strong>g> certainly the nature of mankind in that<br />

regard has changed little since Roman times. We entrust<br />

our security to our leaders, not to others. As former<br />

President Teddy Roosevelt said at the beginning<br />
