The latest versi<strong>on</strong> of Russia’s nati<strong>on</strong>al security strategy<br />

was released in May 2009; it points directly to this<br />

threat in its secti<strong>on</strong> called “Raising the st<str<strong>on</strong>g>and</str<strong>on</strong>g>ard of<br />

living of Russian citizens.” It addresses populati<strong>on</strong> in<br />

part by stating that:<br />

Reducing the level of social <str<strong>on</strong>g>and</str<strong>on</strong>g> property inequality<br />

am<strong>on</strong>g the populati<strong>on</strong>, the stabilizati<strong>on</strong> of the populati<strong>on</strong><br />

size in the medium term, <str<strong>on</strong>g>and</str<strong>on</strong>g>, in the l<strong>on</strong>g term,<br />

the basic improvement of the demographic situati<strong>on</strong><br />

c<strong>on</strong>stitute the strategic goals for guaranteeing nati<strong>on</strong>al<br />

security in the realm of raising the quality of life of<br />

Russian citizens. 11<br />

It then c<strong>on</strong>tinues to list a number of other issues<br />

such as housing, the crisis of world <str<strong>on</strong>g>and</str<strong>on</strong>g> regi<strong>on</strong>al banking,<br />

the domestic producti<strong>on</strong> of high quality pharmaceuticals,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> a better system of protecting human<br />

rights.<br />

The United Nati<strong>on</strong>s (UN) has l<strong>on</strong>g published<br />

populati<strong>on</strong> projecti<strong>on</strong>s for Russia that do not yield<br />

optimism for reversing populati<strong>on</strong> decline. According<br />

to the UN medium projecti<strong>on</strong>, Russia will shrink<br />

from 143 milli<strong>on</strong> in 2010 to 126 milli<strong>on</strong> by 2050—a<br />

drop of nearly 12 percent. In comparis<strong>on</strong>, the United<br />

States will grow in the same period from 310 milli<strong>on</strong><br />

in 2010 to 403 milli<strong>on</strong> by 2050, an increase of 30 percent.<br />

12 Moreover, the number of Russian c<strong>on</strong>scripts in<br />

2012 will be <strong>on</strong>ly <strong>on</strong>e-half of what it was in 2001, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

some of these will not be fit for military service because<br />

of medical reas<strong>on</strong>s. 13 This is not a good situati<strong>on</strong><br />

for a nati<strong>on</strong> that needs to meet minimum recruitment<br />

numbers for its <strong>on</strong>e milli<strong>on</strong>-man force. Certainly, it<br />

has a negative l<strong>on</strong>g-term impact <strong>on</strong> Russian strategies<br />

for nati<strong>on</strong>al security <str<strong>on</strong>g>and</str<strong>on</strong>g> foreign policy. It c<strong>on</strong>tinues<br />
