remarks at the opening plenary sessi<strong>on</strong> of the <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g><br />

Security Summit held in Washingt<strong>on</strong>, DC, in April<br />

2010. He noted that “the single biggest threat to U.S.<br />

security, both short-term, medium-term, <str<strong>on</strong>g>and</str<strong>on</strong>g> l<strong>on</strong>gterm,<br />

would be the possibility of a terrorist organizati<strong>on</strong><br />

obtaining a nuclear weap<strong>on</strong>.” 28<br />

N<strong>on</strong>official Russian experts have offered some<br />

ideas <strong>on</strong> this subject focusing primarily <strong>on</strong> enhanced<br />

transparency measures <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>solidati<strong>on</strong> of nuclear<br />

stockpiles. For example, Alexi Arbatov has argued<br />

that trying to limit the overall number of Russian <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

American NSNWs in Europe is clearly too hard at this<br />

moment. He has proposed that both sides c<strong>on</strong>solidate<br />

their arsenals in their own centralized storage sites.<br />

These sites should be separate from air or naval bases<br />

to insure that the weap<strong>on</strong>s could not be quickly combined<br />

with appropriate delivery systems. Both sides<br />

could then m<strong>on</strong>itor any movement of the warheads<br />

without necessarily having specific informati<strong>on</strong> <strong>on</strong><br />

how many warheads were stored at any site. Another<br />

expert, Anatoliy Diakov, has also urged Washingt<strong>on</strong><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Moscow to implement detailed transparency<br />

measures <str<strong>on</strong>g>and</str<strong>on</strong>g> data exchanges. 29<br />

Many of these ideas are c<strong>on</strong>sistent with suggesti<strong>on</strong>s<br />

made by the Nati<strong>on</strong>al Academy of Sciences in its report<br />

entitled Global Security Engagement—A New Model<br />

for Cooperative Threat Reducti<strong>on</strong> (2009). This report recommends<br />

a renewed effort by American policymakers<br />

to create a new comprehensive threat reducti<strong>on</strong> (CTR)<br />

program. 30 Such an approach would seem to be a logical<br />

extensi<strong>on</strong> of United Nati<strong>on</strong>s (UN) Security Council<br />

Resoluti<strong>on</strong> (UNSCR) 1540—“Enforcement of Effective<br />

Measures Against Proliferati<strong>on</strong>.” This resoluti<strong>on</strong> was<br />

proposed/adopted because of the joint efforts of the<br />
