weap<strong>on</strong>s. 7 There is no unclassified breakdown of<br />

the number of NSNWs in the European part of Russia,<br />

though Russia has nati<strong>on</strong>al-level nuclear storage<br />

sites plus naval <str<strong>on</strong>g>and</str<strong>on</strong>g> air force nuclear storage sites <strong>on</strong><br />

its European territory, including some sites situated<br />

close to North Atlantic Treaty Organizati<strong>on</strong> (<str<strong>on</strong>g>NATO</str<strong>on</strong>g>)<br />

allies such as the Baltic states <str<strong>on</strong>g>and</str<strong>on</strong>g> Norway.<br />

Most, if not all, Russian n<strong>on</strong>-strategic nuclear warheads<br />

are believed to be “demated” or separated from<br />

their delivery systems. U.S. n<strong>on</strong>-strategic weap<strong>on</strong>s are<br />

also demated in that no U.S. B-61 bombs are deployed<br />

<strong>on</strong> aircraft, though in Europe they are reportedly<br />

stored in warhead vaults in hangars that can house<br />

U.S. or allied delivery aircraft.<br />

U.S. Views <strong>on</strong> N<strong>on</strong>-<strong>Strategic</strong> <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> <str<strong>on</strong>g>Weap<strong>on</strong>s</str<strong>on</strong>g>.<br />

President Obama in his April 5, 2009, speech in<br />

Prague called for reducing the number <str<strong>on</strong>g>and</str<strong>on</strong>g> role of<br />

nuclear weap<strong>on</strong>s in U.S. nati<strong>on</strong>al security strategy, a<br />

view echoed 1 year later in the <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Posture Review.<br />

When signing the New START Treaty <strong>on</strong> April 8, 2010,<br />

the President noted, “As I said last year in Prague, this<br />

treaty will set the stage for further cuts. And going<br />

forward, we hope to pursue discussi<strong>on</strong>s with Russia<br />

<strong>on</strong> reducing both our strategic <str<strong>on</strong>g>and</str<strong>on</strong>g> tactical weap<strong>on</strong>s,<br />

including n<strong>on</strong>deployed weap<strong>on</strong>s.” 8<br />

Were the Russians to agree, this would mean that,<br />

for the first time, the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia would<br />

be negotiating <strong>on</strong> all nuclear weap<strong>on</strong>s in their arsenals<br />

with the excepti<strong>on</strong> of those retired <str<strong>on</strong>g>and</str<strong>on</strong>g> in the queue<br />

for dismantlement. The rati<strong>on</strong>ale for bringing NSNWs<br />
