program aimed at refitting the military with more advanced<br />

arms by 2020, al<strong>on</strong>g with an <strong>on</strong>going program<br />

of military reforms, but many analysts doubt that<br />

Moscow will fully achieve its ambitious goals. 13<br />

Given their c<strong>on</strong>venti<strong>on</strong>al force weaknesses, the<br />

Russians may believe that they must rely more <strong>on</strong> nuclear<br />

forces—including NSNWs—than in the past (in<br />

much the same way that <str<strong>on</strong>g>NATO</str<strong>on</strong>g> during the Cold War<br />

depended <strong>on</strong> nuclear weap<strong>on</strong>s to offset c<strong>on</strong>venti<strong>on</strong>al<br />

force imbalances vis-à-vis the Soviet Uni<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Warsaw<br />

Pact). The 2010 Russian military doctrine stated:<br />

The Russian Federati<strong>on</strong> reserves the right to utilize<br />

nuclear weap<strong>on</strong>s in resp<strong>on</strong>se to the utilizati<strong>on</strong> of nuclear<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> other types of weap<strong>on</strong>s of mass destructi<strong>on</strong><br />

against it <str<strong>on</strong>g>and</str<strong>on</strong>g> (or) its allies, <str<strong>on</strong>g>and</str<strong>on</strong>g> also in the event of aggressi<strong>on</strong><br />

against the Russian Federati<strong>on</strong> involving the<br />

use of c<strong>on</strong>venti<strong>on</strong>al weap<strong>on</strong>s when the very existence<br />

of the state is under threat. 14<br />

It remains unclear, however, what rati<strong>on</strong>ale the<br />

Russians have for maintaining such a large number of<br />

NSNWs. <str<strong>on</strong>g>NATO</str<strong>on</strong>g> regards its n<strong>on</strong>-strategic weap<strong>on</strong>s as<br />

almost solely political in purpose; in a c<strong>on</strong>flict, their<br />

use would aim primarily to signal the danger of escalati<strong>on</strong><br />

to a strategic nuclear exchange. Even if the<br />

Russian military regards its NSNWs more in military<br />

than in political terms—as it probably does—the number<br />

in their arsenal remains difficult to justify. In what<br />

plausible scenario would Russian military planners<br />

envisage the use of hundreds of n<strong>on</strong>-strategic nuclear<br />

warheads?<br />
