records evaluation and disposition, the paper<br />

will discuss macroappraisal in light of the<br />

challenges presented by the Digital Age (including<br />

social transformation and new information<br />

and communications media) and assess whether<br />

this new ‘socio-technology context’ requires any<br />

corresponding philosophic or metho<strong>do</strong>logical<br />

changes to the current strategy. It will also examine<br />

the <strong>de</strong>velopment and implementation of new<br />

public management (NPM) through new business<br />

architecture and collaborative governance<br />

mo<strong>de</strong>ls within the Government of Cana<strong>da</strong>, and<br />

what this potentially means for recordkeeping<br />

and the disposition of public sector information.<br />

In particular, the paper will consi<strong>de</strong>r the ongoing<br />

transition of the public administration of government<br />

from a ‘command and control’ activitybased<br />

to a results-based, collaborative and information-intensive<br />

organization; how this transition<br />

is changing corporate culture and ‘behaviours’<br />

at all levels within government; and what<br />

adjustments to macro-appraisal strategy and its<br />

expected outcomes may be required from various<br />

‘<strong>do</strong>cumentary’ perspectives.<br />

and meta<strong>da</strong>ta schemas to archival heritage<br />

preservation<br />

With the electronic environment the intervention<br />

of the archivist position in the <strong>do</strong>cumentation<br />

process has changed, it makes sense and participation<br />

in the planning and creation of records.<br />

But the introduction and <strong>de</strong>velopment of information<br />

systems in institutions as a means to disseminate<br />

digital materials are often confused<br />

with the processes of preservation of records and<br />

resolved in a timely manner and not integrated.<br />

Sometimes for lack of resources and other for<br />

lack of planning and even for lack of experience<br />

or knowledge specialized. ?Research in electronic<br />

records management has highlighted the distinction<br />

between records and other forms of information<br />

and pointed out that the records are<br />

valued because they provi<strong>de</strong> evi<strong>de</strong>nce of the<br />

facts, transactions and <strong>de</strong>cisions that can be used<br />

to verify or compare what happened immediately<br />

or as much what happened after the events<br />

happen. OAIS provi<strong>de</strong>s a mo<strong>de</strong>l to fulfill its responsibility<br />

to preserve information and make it<br />

available to a particular community and meta<strong>da</strong>ta<br />

as inseparable and essential elements for the<br />

treatment and <strong>de</strong>scription of records or objects,<br />

which are the basis of archival heritage.<br />
