The eRecord in the National Interoperability
Framework of Spain
e-record, e-file and e-archive are three main elements
in the development of eGovernment; their
importance is so recognized in the eGovernment
Law of Spain (Law 11/2007) and in its developing
technical regulations. The Royal Decree 4/2010
which regulates the National Interoperability
Framework establishes that Public Administrations
should adopt the necessary measures to
guarantee the recovery and preservation of the
electronic records throughout their life-cycle. Furthermore,
it includes the development of technical
regulations in relation to record management
policy, electronic record, electronic file, digitization
of records and authentic copies and conversion.
These technical regulations must tackle,
among other questions, the concept of electronic
record, the identification of mandatory metadata
for interoperability of electronic records and
admitted formats, either of the components that
may take part of electronic records or of the unit
that may be the object of exchange. This paper
offers a vision of the guidelines that are being
followed in the development of these technical
regulations.

Record Management
The 11/2007 Act (LAECSP) establishes that public
administrations should get the necessary
electronic systems and means for the citizen to
exert the right to relate to these administrative
institutions electronically. The 59/2003 Act, on
the Electronic Signature, solves the problem of
identification of the applicant and the validity of
the copies issued, since it establishes the possibility
of producing electronic records with the
same legal validity as those produced in paper.
Both establish the adequate context to address
the issue of the electronic record.
In such a complex organisation as the Autonomous
Government of Galicia, the development
of a records management model must
stem from a series of common guidelines and
criteria, which will allow to meet the requirements
of electronic files in transversal systems
(in and out records, digital administrative identification,
development of the administrative
procedure) and sector-related systems with specific
regulations and needs (Dependency,
Health, Justice, Education, Inland Revenue...).
The implementation of a common, albeit not
single, model must:
❚ Establish technological methodologies,
standards and solutions for the adequate
management of electronic records and their
future availability regardless of technological
evolutions.
❚ Guarantee the coordination of different
sector-related systems establishing a single
citizen-information model.
❚ Define the organisational, procedural and
regulatory framework required to solve the
