The eRecord in the National Interoperability<br />

Framework of Spain<br />

e-record, e-file and e-archive are three main elements<br />

in the <strong>de</strong>velopment of eGovernment; their<br />

importance is so recognized in the eGovernment<br />

Law of Spain (Law 11/2007) and in its <strong>de</strong>veloping<br />

technical regulations. The Royal Decree 4/2010<br />

which regulates the National Interoperability<br />

Framework establishes that Public Administrations<br />

should a<strong>do</strong>pt the necessary measures to<br />

guarantee the recovery and preservation of the<br />

electronic records throughout their life-cycle. Furthermore,<br />

it inclu<strong>de</strong>s the <strong>de</strong>velopment of technical<br />

regulations in relation to record management<br />

policy, electronic record, electronic file, digitization<br />

of records and authentic copies and conversion.<br />

These technical regulations must tackle,<br />

among other questions, the concept of electronic<br />

record, the i<strong>de</strong>ntification of man<strong>da</strong>tory meta<strong>da</strong>ta<br />

for interoperability of electronic records and<br />

admitted formats, either of the components that<br />

may take part of electronic records or of the unit<br />

that may be the object of exchange. This paper<br />

offers a vision of the gui<strong>de</strong>lines that are being<br />

followed in the <strong>de</strong>velopment of these technical<br />

regulations.<br />

Up<strong>da</strong>ting Plan of the Xunta <strong>de</strong> Galicia -<br />

Record Management<br />

The 11/2007 Act (LAECSP) establishes that public<br />

administrations should get the necessary<br />

electronic systems and means for the citizen to<br />

exert the right to relate to these administrative<br />

institutions electronically. The 59/2003 Act, on<br />

the Electronic Signature, solves the problem of<br />

i<strong>de</strong>ntification of the applicant and the validity of<br />

the copies issued, since it establishes the possibility<br />

of producing electronic records with the<br />

same legal validity as those produced in paper.<br />

Both establish the a<strong>de</strong>quate context to address<br />

the issue of the electronic record.<br />

In such a complex organisation as the Autonomous<br />

Government of Galicia, the <strong>de</strong>velopment<br />

of a records management mo<strong>de</strong>l must<br />

stem from a series of common gui<strong>de</strong>lines and<br />

criteria, which will allow to meet the requirements<br />

of electronic files in transversal systems<br />

(in and out records, digital administrative i<strong>de</strong>ntification,<br />

<strong>de</strong>velopment of the administrative<br />

procedure) and sector-related systems with specific<br />

regulations and needs (Depen<strong>de</strong>ncy,<br />

Health, Justice, Education, Inland Revenue...).<br />

The implementation of a common, albeit not<br />

single, mo<strong>de</strong>l must:<br />

❚ Establish technological metho<strong>do</strong>logies,<br />

stan<strong>da</strong>rds and solutions for the a<strong>de</strong>quate<br />

management of electronic records and their<br />

future availability regardless of technological<br />

evolutions.<br />

❚ Guarantee the coordination of different<br />

sector-related systems establishing a single<br />

citizen-information mo<strong>de</strong>l.<br />

❚ Define the organisational, procedural and<br />

regulatory framework required to solve the
