Extracto <strong>de</strong> una Proc<strong>la</strong>mación emitida por Charles I, 1630<br />

En el<strong>la</strong> se reconoce <strong>la</strong> distinción hecha en leyes anteriores en torno al hecho <strong>de</strong> que <strong>de</strong>terminadas<br />

personas son <strong>de</strong>masiado pobres para trabajar ,por lo que requieren atención y protección por parte <strong>de</strong> <strong>la</strong><br />

comunidad, mientras que otros son vagabundos y <strong>de</strong>berían ser castigados. También re<strong>la</strong>ciona a los<br />

vagabundos con <strong>la</strong> peste. SP 45/10.<br />

By the King.<br />

A Proc<strong>la</strong>mation for quickning the <strong>La</strong>wes ma<strong>de</strong> for the reliefe of the poore, and the suppressing, punishing, and<br />

setling of the sturdy Rogues, and Vagabonds.<br />

WHereas many excellent <strong>La</strong>wes and Statutes with great judgement and provi<strong>de</strong>nce have been ma<strong>de</strong> in the times<br />

of Our <strong>la</strong>te <strong>de</strong>are and royall father, and of the <strong>la</strong>te Queene Elizabeth, for the reliefe of the impotent, and indigent<br />

poore, and for the punishing, suppressing, and setling of the sturdy Rogues, and Vagabonds, which <strong>La</strong>wes and<br />

Statutes, if they were duely observed would be of exceeding great use for the peace and plentie of this Realme,<br />

but the neglect thereof is the occasion of much disor<strong>de</strong>r, and many insufferable abuse…yet the apparent and<br />

visible danger of the Pestilence,…doth much more require the same at this present.<br />
