Stocks of materials for poor to work on to be set up in every town, and houses<br />

of correction in every county for those refusing to work.<br />

1598 For the Relief of the Poor<br />

(39 Eliz. 1 c. 30)<br />

(i) Churchwar<strong>de</strong>ns and four overseers in every parish to set children and<br />

poor to work, relieve the impotent and bind out pauper children as<br />

apprentices, and tax 'every inhabitant and occupier of <strong>la</strong>nds' in the<br />

parish for these purposes. They can distrain the goods of those<br />

refusing to pay.<br />

(ii) Two JPs to nominate the overseers and take their accounts.<br />

(iii) JPs may tax some parishes to he1p others and shall (in sessions) hear<br />

appeals against rates.<br />

(iv) Begging forbid<strong>de</strong>n except by those allowed to beg food in their own<br />

parishes.<br />

*1598 For the Punishment of Rogues, Vagabonds and Sturdy Beggars<br />

(39 Eliz. I c. 40)<br />

(i) Earlier Vagrancy Acts repealed.<br />

(ii) Vagabonds to be whipped by or<strong>de</strong>r of a JP or of parish officers and sent<br />

with passport to p<strong>la</strong>ce of birth or <strong>la</strong>st dwelling for a year.<br />

(iii) Dangerous and incorrigible rogues to be committed to gaol and may be<br />

banished by sessions.<br />

1601 For the Relief of ¡he Poor<br />

Substantially like the 1598 Relief Act, but reference to begging for food omitted<br />

and two overseers sufficient in small parishes.<br />

1604 For the Charitable Relief and Or<strong>de</strong>ring of Persons infected with the P<strong>la</strong>gue<br />

(I James I c. 3 1)<br />

Rates to be levied for the infected and penalties imposed on those leaving<br />

infected houses.<br />
