Chapitre 5 – La construction d’un dispositif d’interface science - politiqueb) Objectifs de l’OZHML’OZHM se présente comme un dispositif valorisant les connaissances relatives aux ZHM pouraider les décideurs à prendre des décisions favorables à leur conservation et à leur gestion durableet à leur restauration. Le mandat et les objectifs de l’OZHM sont formulés de la manière suivante(Encadré 5.1) :Encadré 5.1 : Objectifs de l’OZHM (Working paper for the second international workshop, 2009 ;Working document for the third international workshop, 2010)Mandate :Initially, it is envisaged that the main value that the Observatory will add to the scientific, policymakingbodies and other users will be the following outcomes:• To catalyze, centralize, consolidate, assess and share knowledge on the conservation status andtrends of Mediterranean wetlands• To raise awareness among users and to help decision-making towards wetland conservation andsustainable management and use.• To assess the status and trends of ecological functions, values and services of Mediterraneanwetlands in the context of sustainable development.Mediterranean Wetlands Observatory has three inter-related objectives:1. Provide timely and quality information on Mediterranean wetlands status and trends.2. Track threats to Mediterranean wetlands and identify actions to promote their protection andwise use and restoration.3. Assess Mediterranean wetlands dimension in the Mediterranean context of sustainabledevelopment.These three objectives are inter-related with the following logic: the first objective is linked to theknowledge on status and trends of Mediterranean Wetlands. This objective informs on a status that is aconsequence of internal and external drivers and pressures on wetlands. The second objective tries tomobilize research and analyze the causes of these internal and external drivers and pressures impactingon the status and trends of wetlands. It aims also at facilitating to reverse the degradation trend and toinitiate positive actions, i.e. to restore some of the recently degraded wetlands. The third objective seeksto inform on the analysis of the weight given to Mediterranean wetlands in the context of sustainabledevelopment, including with policy, strategic and scientific dimensions (responses).Cet affichage d’aide à la décision et les objectifs définis seront largement analysés dans la suite dutexte, aussi, nous nous contentons à ce stade de cette prise de connaissance.c) Organisation de l’OZHMPour comprendre les enjeux et les tensions entre les différentes dimensions qui sous-tendent lastratégie de l’OZHM, nous devrons souvent revenir aux étapes de construction du dispositif.Pour faciliter la lecture, il semble opportun de donner au préalable une image complète deséléments qui le constituent.235
