latter might turn into an instance of the former if, for example, large<br />

enterprises were to be destabilized by organized crime. But generally<br />

speaking, a burglary or a murder should not be regarded as a matter of<br />

security policy, but as something cantonal police forces rather than the<br />

Federal Government should deal with, for the Federal Government is<br />

expected not to meddle into affairs that are to be dealt with by cantons<br />

and municipalities.<br />

The report which is going to be drafted will cover the whole issue<br />

of protection against violence, ranging from violence against the state to<br />

violence against the individual. The report therefore will comprise a part<br />

dealing with large-scale violence and a part dealing with small-scale violence.<br />

The latter will be a bit shorter; it will be provided by the cantons,<br />

which is one of the reasons why we have among us today representatives<br />

of the cantons.<br />

Greminger Thomas: I agree with most of what you said, Mr Krause.<br />

However, I do not agree if you say that our foreign policy choices are not<br />

well-coordinated with our military personnel currently deployed. The<br />

problem is not a lack of coordination; the problem is rather that there<br />

is so little coordination needed that coordinating things is too easy. We<br />

would in fact prefer tackling much bigger coordination challenges.<br />

I would like you to elaborate on the second and the third point of what<br />

you called our menu of policy options. I understand you suggest Switzerland<br />

contribute more to European security instruments and mechanisms.<br />

Krause Keith: Perhaps, Mr Catrina, I was being a bit indirect. In fact, it<br />

was very clear that the purpose of the definition in the 1999 report was to<br />

help separate those kinds of threats which would involve the armed forces<br />

from those that were not of concern for security policy. It is true, however,<br />

that in Western societies the line between different forms of violence has<br />

become a little blurry, not necessarily with regard to the acts themselves,<br />

but with regard to the actors. A lot of the planning for the attacks in the<br />

United States on 9/11 was undertaken in suburbs of German cities – by<br />

people who may or may not have been under police surveillance – and<br />
