at their source of origin, not through pre-emption but through the promotion<br />

of economic, political, juridical and institutional development.<br />

The international community would also expect from Switzerland<br />

– a prosperous country – a greater engagement in international affairs.<br />

Respect for its status of neutrality should be matched with a shouldering<br />

by Switzerland of responsibility for peace, security, and stability abroad,<br />

in particular at points where Swiss know-how and assets can be specifically<br />

helpful. This is what your country has been doing, and I think it<br />

should keep doing it.<br />

The third matter to address is the security threats to Europe and to<br />

Switzerland in particular. First, I wish to observe that threats and risks that<br />

could target Switzerland are most likely to be of a non-military nature.<br />

Here, I submit that terrorism tops the list. This, I suppose, is obvious<br />

to all of us. It is a chronic problem, and the European response to it has<br />

until now been far from adequate. The fight against terrorism has to be<br />

seamless. We must heed our commitments under the UN conventions<br />

and others with no exceptions. In this context, the Turkish experience<br />

with European attitudes toward the terrorist organization PKK has been<br />

deeply disappointing.<br />

Cyber-terrorism is the kind of threat that is especially relevant to an<br />

advanced country like Switzerland, dependent on high-tech and home<br />

to a banking system of global significance. Illegal migration and the<br />

failure to define a harmonious relationship with migrant communities<br />

pose a wide range of problems for the host countries. Xenophobia and<br />

Islam-phobia, on the other hand, could exacerbate the tendencies toward<br />

radicalism among foreigners in Switzerland. The migrant communities<br />

can also generate problems in their host countries by activities related to<br />

conflicts and disputes in their home countries.<br />

Major challenges for Switzerland are demographic trends that are<br />

shared by most other European countries. The working population is getting<br />

smaller, while the aging population to be sustained is growing ever<br />

larger. This then links with the issues of migration and refugees. Because<br />

of the restrictions and severe limitations on legal entries for foreigners<br />

who want to come, work, and live here, you end up not with the best, but<br />

unfortunately with the most problematic immigrants who are generally<br />
