• Number five is struggle for water resources and control over fresh
and clean water.
• Number six is energy security.
• Number seven is climate change.
• Number eight is regional conflict. This includes South Asia, with
missiles capable of carrying nuclear weapons. Major conflicts are
also to be made out in subtropical Africa, in particular in Sudan,
and in the Middle East.
• Number nine are infectious diseases and pandemics, which are all
related to, but still separate issues of, biosecurity.
• Number ten is the risk of large-scale techno-catastrophes, in particular
in the developing world, with actors jumping very quickly
into new, but not always proven technologies.
• Number eleven are information security, information warfare, and
control over the internet and global telecommunications.
• Number twelve is outer space security, which is of particular concern
to many colleagues in the Russian Federation.
• Number thirteen is the increasing influence of violent non-state
actors, including international terrorist organisations, and, to a
lesser extent, trans-national organized crime.
Both at the Advisory Board to the Russian Ministry of Defence and at my
institute, we try to measure the degree of these key threats and to define
where they should rank in the list of a state – be it Switzerland, Russia, or
another state – indicating whether a state can respond to those threats by
itself or only together with others. For that purpose, we have developed
an International Security Index based on mathematical models, measuring
every month how international security is changing. We do this not
by measuring what threats a single region, country, or city is facing, but
by measuring globally. To a certain extent, the means we use could be
compared to the means that have been developed for the monitoring of
the Comprehensive Nuclear-Test-Ban Treaty and which record whether
there is any testing, distinguishing between tests, earthquakes, and tsu-
