• Number five is struggle for water resources and control over fresh<br />

and clean water.<br />

• Number six is energy security.<br />

• Number seven is climate change.<br />

• Number eight is regional conflict. This includes South Asia, with<br />

missiles capable of carrying nuclear weapons. Major conflicts are<br />

also to be made out in subtropical Africa, in particular in Sudan,<br />

and in the Middle East.<br />

• Number nine are infectious diseases and pandemics, which are all<br />

related to, but still separate issues of, biosecurity.<br />

• Number ten is the risk of large-scale techno-catastrophes, in particular<br />

in the developing world, with actors jumping very quickly<br />

into new, but not always proven technologies.<br />

• Number eleven are information security, information warfare, and<br />

control over the internet and global telecommunications.<br />

• Number twelve is outer space security, which is of particular concern<br />

to many colleagues in the Russian Federation.<br />

• Number thirteen is the increasing influence of violent non-state<br />

actors, including international terrorist organisations, and, to a<br />

lesser extent, trans-national organized crime.<br />

Both at the Advisory Board to the Russian Ministry of Defence and at my<br />

institute, we try to measure the degree of these key threats and to define<br />

where they should rank in the list of a state – be it Switzerland, Russia, or<br />

another state – indicating whether a state can respond to those threats by<br />

itself or only together with others. For that purpose, we have developed<br />

an International Security Index based on mathematical models, measuring<br />

every month how international security is changing. We do this not<br />

by measuring what threats a single region, country, or city is facing, but<br />

by measuring globally. To a certain extent, the means we use could be<br />

compared to the means that have been developed for the monitoring of<br />

the Comprehensive Nuclear-Test-Ban Treaty and which record whether<br />

there is any testing, distinguishing between tests, earthquakes, and tsu-<br />
