Many countries are <strong>in</strong> the middle of comprehensive reforms of their<br />
mental health systems that require fund<strong>in</strong>g. At the same time, they<br />
are affected by the consequences of the f<strong>in</strong>ancial crisis. Governments<br />
have come up with multi-billion dollar rescue packages.<br />
Countries need to make cuts <strong>in</strong> public sector expenditure. At an<br />
<strong>in</strong>dividual level, debt status is already high <strong>in</strong> many countries due to<br />
fall<strong>in</strong>g house prices and high consumption levels. The crisis has several<br />
consequences for the mental health of the population. Loss of<br />
employment and risk of unemployment are associated with an <strong>in</strong>crease<br />
of stress, anxiety, depression and psychotic disor<strong>der</strong>s. For<br />
people with severe mental disor<strong>der</strong>s, the <strong>in</strong>crease of unemployment<br />
<strong>in</strong>creases competition for placements <strong>in</strong> protected workplaces. These<br />
social and economic developments are tak<strong>in</strong>g place at a po<strong>in</strong>t <strong>in</strong><br />
time when mental health services are focuss<strong>in</strong>g on the development<br />
of community services target<strong>in</strong>g vulnerable groups. However, a<br />
particular challenge at <strong>in</strong>ternational level is the variation of exist<strong>in</strong>g<br />
provisions and use of resources, often poorly placed to deal with the<br />
consequences of the economic crisis, and many governments are<br />
fac<strong>in</strong>g the need to reduce expenditure. A priority is therefore to<br />
protect essential community services for the most vulnerable and<br />
advocate for the development of additional effective <strong>in</strong>terventions<br />
promot<strong>in</strong>g <strong>in</strong>dependence and social <strong>in</strong>clusion. There is place for<br />
some optimism, s<strong>in</strong>ce <strong>in</strong>creas<strong>in</strong>g number of countries are committed<br />
to mental health reform, which now has to be accelerated and<br />
susta<strong>in</strong>ed. This will prove to be a crucial test for mental health, but<br />
the <strong>in</strong>creas<strong>in</strong>g effectiveness of <strong>in</strong>ternational partnerships that are<br />
rais<strong>in</strong>g awareness gives hope.<br />

A. Statz<br />
The German Alliance for Mental Health has been founded <strong>in</strong> 2004<br />
to build a network of partners <strong>in</strong> the field of mental health to jo<strong>in</strong>tly<br />
promote the public awareness of mental health and ill health and<br />
to fight the stigma of mental illness. It has been founded by the<br />
German Psychiatry and Psychotherapy Association (<strong>DGPPN</strong>) and<br />
“Open the doors”, the German branch of the worldwide World Psychiatric<br />
Association programme aga<strong>in</strong>st stigma and discrim<strong>in</strong>ation<br />
because of schizophrenia and is supported by the German Fe<strong>der</strong>al<br />
M<strong>in</strong>istry of Health. Until now, it has developed to a nationwide<br />
open network of more than 50 professional associations <strong>in</strong> the field<br />
of mental health, research networks, and self-help associations of<br />
service users and relatives. Mental health and well-be<strong>in</strong>g at the<br />
workplace has been identified as an important start<strong>in</strong>g po<strong>in</strong>t for<br />
promot<strong>in</strong>g social <strong>in</strong>tegration of people with mental illness. Employment<br />
is usually a strong psychosocial resource, nevertheless<br />
mental health problems are very common at workplaces be<strong>in</strong>g on a<br />
steady rise <strong>in</strong> recent years, e. g. <strong>in</strong> terms of illness-related absenteeism<br />
or early retirement. Additionally, the stigma of mental illness<br />
hampers early recognition of mental illness as well as the re<strong>in</strong>tegration<br />
of people with mental illness after illness-related absences<br />
(e. g. after hospital or rehabilitation stays). To raise awareness and to<br />
f<strong>in</strong>d new ways for a better <strong>in</strong>tegration of people with mental illness<br />
<strong>in</strong> work<strong>in</strong>g environments, the German Alliance for Mental Health<br />
has organized two high-rank<strong>in</strong>g symposia <strong>in</strong> 2009, i) together with<br />
the EC DG Health & Consumers, WHO Europe and the German<br />
Fe<strong>der</strong>al M<strong>in</strong>istry of Health, and ii) together with the German Medical<br />
Association. Ma<strong>in</strong> themes were the reduction of stigma of<br />
mental illness as well as mental health promotion at the workplace,<br />
and strategies for re<strong>in</strong>tegration of people with mental illness <strong>in</strong>to<br />
work. Conclusions of the symposia and result<strong>in</strong>g plans for future<br />
activities will be presented and discussed.<br />
