Every elapsed year, month and even day instantly becomesthe property of the past; however, changes of centuries ali themore draw people nearer to the present times, putting ne w aims beforethem global problems to solve. Just it is at this cross-roads of the historicalchanges, during the search of the global problems solution that ourdreams, experiences, daily thoughts and troubles, vital adversities entangleus into the common pool of the social or family routine activities sostrongly that we sometimes forget the merits of the people vvho havetraced invaluable signs in the history of social progress, in the perfectionof the state governance structure, in the restoration of state independenceof the enslaved nations, in the cause of joining the state to the advancedcivilization.In defınite scientific circles, in the judgements of vvestern politicalfıgures the vievvpoint concerning the search and establishment of nevvforms of state governance stands out, it supposes that every stage, everysocial-economic structure is alvvays led by advanced people vvho preparea solid basis of palitical mentality, instil nevv theoretical regulations andhumanitarian ideas; that every stage had erudite and far-sighted people;they established political parties and organizations to foresee the futureon a scientific level and to convince the population; they vvere not afraidof being arrested, exiled and repressed, They made a sacrifice of theirown lives in the struggle for the truth; they helped the society to acceptnevv and progressive ideas and to inculcate them in life.Thomas Cariyle (1795-1881), the English publicist, historian andphilosopher, to vvhom the conception about "The Cult of Heroes" belogns,notes: "It's a very simple truth, that the man vvho possesses the* Shota Rustaveli University, Batoum.297
