"Iraq is a state without national identity, an artificial constructionfrom the colonial period ...The Kurds are one of theoldest stepchildren of history. For this reason, the West shouldmake every effort to assist the Kurds and the Iraqis infınding asolution. The West cannot escape its responsibility" u .That the West, in particular Germany, did in fact rapidly rememberits "responsibility" to the Kurds, is made apparent from the followinglines in the same nevvspaper, vvhich appeared nearly at the same time:Should Turkey be permitted vvhat vvas denied to Sadam Hussien? Accordingly, Turkey is "a torture chamber, invvhich the Kurds are subject to a collective persecution solely because oftheir ethnic identity" 23 . Because of this, "the conflict vvith the Kurds is aquestion of human and minority rights and must be treated as such" 24 . Occasionally, this is expressed by the German foreign minister as "a politi-14. Thomas Ross: Des Exodus und die neue Weltordnung, FAZ, 4/18/1991.15.
