It is hardly an exaggeration when we conclude that in Germanjournalism the PKK is flatly equated vvith the Kurds and that thestruggle against them is declared to be 'a vvar of annihilation'. At thisjuncture German Turkey journalism takes up the history of the foundingof the Turkish Republic, in vvhich it sees the roots of the problem. For:"In the Treaty of Lausanne of 1923 the community of nations refused theKurds their own nation... Turkey, in which the majority of Kurds live, deniesto this day its status as a multinational state" 26 . Criticized here is theadherence of the Turkish to the Treaty of Lausanne. Those who seek tosolve the 'conflict' solely through economic and political means are supposedlyacting in a one-sided manner and the realization of a political solutionis hindered not only by the terror of the PKK "but also through theperception that the conflict is inspired by the military and the rational ofthe state" 27 . As background information, it may be mentioned that the relationshipbetvveen the Kurds living in eastern Turkey and the Turkishstate vvas never truly normal: "at the time, already under Mustafa KemalAtatürk, the young republic had bloodily suppressed the rebellion ofShaykh Said as vvell as the uprising of Dersim and Ararat" 28 . Thus the natureof the conflict may be traced to the restructuring ofı the Middle Eastfollovving the dissolution of the Ottoman Empire. For: "the Kurds vvere atthe time unable to achieve their aspirations in the face of the oppositionof the Turkish nationalists. ...and the national movement of the Kurds has-and this is demonstrated by the realities of the country- failed until thisday to find a political habitat that is truly convincing" 29 . The author considersa public discussion on the 'Kurdish Question' as insuffıcient andappeals for the acceptance of ethnic oriented parties. These vvould allovvthe 'political emancipation of the Kurds'. In this vvay the author has cometo believe that the principal evil is the centralist Turkish nation state andits conception of nationhood. A young Orientalist put it thusly:"According to the rational of Kemal Atatürk's state, Turkeyis a monolithic national state in which only Turks live ...ethnicminorities such as the Kurds have a place in this state only ifthey are willing to deny their distinctiveness. They were flatlydeclared to be 'Mountain Turks', and the special character ofthe Kurdish dialects which are in no way related to the Turkishlanguage, was simply ignored. From the very beginning, theKurds resisted the attempt to be transformed into Turks ...Somuch resistance severely provoked the Turkish military: "thosewho oppose our state, our young republic, will be mercilessly25.
