Despite, the comingdown in favour of the Arab vievvpoints on the question of the Arab occupiedterritories and on the resolution of the Palestinian problem, Turkeyendeavoured to maintain serene relations vvith Israel vvhich, in the contextof the cold vvar, as Turkey belonged to the vvestern bloc.At the same time Turkey played a role of grovving importance in theOIC in the economic and financial fıelds, but the deepening of Turkey'sinvolvemet in the international islamic insitutions vvas not felt by theTurks, vvith reason, as to be in contradiction vvith the secular principles ofthe Republic.Since the presidence of Turgut Özal the presence of Turkey developedessentially an economicist approach of foreign relations. Under theleadership of President Özal Turkey conducted an active policy of penetrationof the middle eastern markets not only in the fields of constructionand civil engineering but also in the field of the. setting up of a netvvork ofservices. In the same time Turkey, faithful to a tradition of non immixionin internal affairs of other states since the foundation of the Republic, endeavouredto observe a strict neutrality in the disputes betvveen the variousstates of the Middle East. This is why Turkey remained neutral in theIraq-Iran conflict, despite pressures from both its vvestern allies and theArab countries, and tried to maintain friendly relations vvith the IslamicRepublic of Iran in spite of radical contradiction betvveen the tvvo modelsof society.III. Ups and downs of the post cold vvarThe end of the cold vvar and of its bipolar order vvith its rigid systemof alliances gave Turkey's foreign policy more autonomy., and evenmore possibilities for flexibility. Nevertheless the end of the cold vvar resultedin a recomposition of the geopolitcal environment and the implosionof the communist bloc placed Turkey in an area of unrest and instability,and, as far as the ancient satellites of Soviet Union are concerned,economically stricken. At the same time the end of the cold vvar resultedin a grovving distanciation from its vvestern allies tovvards Turkey, and adrastic diminution of vvestern aid.Turkey proceeded then at a redeployement of its foreign policy takingadvantage of pertaining to three regional systems consisting of theBalkans, the Middle East and the Caucasus-Central Asia. The establishment,at Turkey's initiative, of a zone of Cooperation of the States of theBlack Sea is one of the most signifıcant examples of the dynamism andthe adaptability of Turkey's foreign policy.In August 1990, the second Gulf vvar gave Turkey a nevv opportunityto enhance the value of its geostrategic position as an adavanced strong-608
