"The liberal constitution of the FRG permits Moslems to liveaccording to a stricter form of islam than would be possible inTurkey, where the public wearing of religious garments has, atleast offıcially, been banned since Atatürk. As long as they donot infringe against the law, i.e. use force, even Moslem groupsin Germany may be active who are illegal in Turkey, and thatformerly would have been expelled. The Turkish public prosecutorhas moved for the banning of the former ruling party ofthe Islamist Erbakan. Although his followers are under surveillanceby the Federal Agency for Internal Security, no one suppressesthem or discriminates against their religious activities"16 .Lerch has also criticized vvhat he called "the elite that considersthemselves as being Western" and that vievvs "anything that does not suitthem as reactionary". Further, he has claimed that these "cultured Moslemsarrogantly despise the conventions of their religion and consider thisas constituting freedom and enlightenment". The height of his plea wasreached vvith the rhetorical question: "Who is it that actually discriminatesagainst islam, the Germans or the Turks" 77 ?Hovvever, reference to the 'liberal constitution' of Germany is in itselfinsuffıcient for the explanation of the manifold activities of the pseudo-Islamicfanatics in the FRG. For Basque terroists commit a criminaloffence even if they do not violate the lavv and a certain Christian group,vvho, according to official sources have as yet not violated the lavv, aremonitored vvith greater stringency than pseudo-Islamic groups such as theKaplan-Gemeinde, or the Milli Görüş, or, for that matter than the terroristPKK, vvhich has engaged undisturbed in criminal offences 78 . Tvvo featurescharacterize both groups: For one thing their activities are directed neitheragainst the German people nor the German state. For another, bothhave a fixation vvith the Turkish state and further the 'ethnic' and religiouspolarization of the Turks living in the FRG. The negative effect onthe integration of the Turks in German society resulting from this is actuallyfound desirable in certain circles. As a result, it is not only neo-Nazielements vvho favor supporting the activities of the fundamentalists 79 , butalso leading legal representatives of the German State. The slogan used is"keeping the option of repatriation of Turkish families feasible" 80 .
