Peace in the world".This period of total conformity to American guide lines gave place,from 1963, to a phase of diversification and autonomisation of Turkey'sforeign relations.The passage to new guide lines in foreign policy, more in accordancewith the Kemalist philosophy in international relations was encouragedby the new prospects opened by the detente and the growing disagreementwith the west about the question of Cyprus. The passivity of GreatBritain, one of the three vvarrants of the respect of the Cypriot Constitutionregarding the intercommunal conflict in the island, and the banningof Turkey from intervening in the Island as one of the three warrants ofthe status of Cyrpus resulted in worsening the relations between Turkeyand its western allies.In order to gain support for its position on Cyprus, Turkey, while remainingfaithful to NATO, worked to improve its relations with the communistbloc and to draw closer to the third world countries, and especiallyto the Arab States.One of the main caracteristics of the new way the foreign policy waslooked at, is the trend to reestablish neighbourliness with the Balkanstates and, in particular, with Middle Eastern neighbours. In this respectTurkey resumes in April 1963 its diplomatic relations with Egypt, head ofthe progressist arab world and one of the leader of the non aligned countries.Thereafter, Turkish missions travelled throughout the Middle East,from december 1964 to january 1965 to explain of Turkey's position andto touch on the prospect of a turco-arab conference in order to settle contentiousproblems. At the same time Turkey proceeded to a readjustementof its position in the israelo-arab conflict.A ne w step in the way of reidentification of Turkey's foreign policywith the spirit of Atatürk's teaching was made when the Prime Ministerdeclared in 1965 before the Great National Assembly that "the TurkishRepublie, in conformity with a tradition established since its foundationremains concerned with the elimination of colonialism and the emancipationof the afro-asiatic peoples." 5Besides these openings towards the third world, Turkey got moreand more heavily involved in the international islamic organisations. Thepositive results of this initiative became quickly perceptible since 1964 asthe Müslim World Congres and, since 1969, the Organisation of the IslamicOnference, support at each meeting Turkey's theses about the Cy-5.
