Apart from the fınancial diffıculties, another reason why NAUTSCeannot aehieve the effieiency and suecess is the defıciency in such technicalmaterials as telephone, fax and modem. Moreover, there are the humansources that are inexperienced in the international circulation ofnews and inefficient in the display of the required performance.After the Central Asia and Azerbaijan, Turk Republics gained theirIndependence, the attempts at cooperation mass communication have notuntil now produced the desired results.A majority of the reasons that account for the inability of the attemptsto develop are economic.The most important reason for NAUTSC not to be of the desiredquality despite the excitement of its supporters of its foundation and theirpointing out to its need, lies it these economic problems.It should be noted here that the NAUTSC is the most important elementin the cooperation of mass communication started among the TurkRepublics, and that it is desired to function on a horizontal communicationmodel. The reason for this inefficiency is the fact that the NAUTSCoffıces of some of the republics are deprived of the necessary technologicalinfrastructure. The telephone communication is expensive, and thatthere is not enough paper to place in the fat machine. Another problem ofthe offices of NAUTSC outside Turkey is the absence of suffıciently experiencedpersonel in the flow of international news.It is seen that there is fruitful cooperation with respect to newspaperand magazine publication. Hovvever, is the variety of the informationneeded by the Turk public option related to the Turk republics is takeninto consideration, it would be useful of the newspapers and magazinesincreased the news and information they gave the Turk republics.The foremost issues that come out in the researches made about thecontent of the massages communicated via the TV station may be cited asfollows:1. Dealing with the epies that have a joint cultural value (i.e.,Köroğlu, Manas, Borkurt Oğurhan and the like)2. Dealing with the parsons that have devoted themselves both to theTurk culture scientific life and art, and to humanity (i.e., Ahmed Yesevi,Ibn-i Sina, Alisher Navoi, Fizuli, Yunus Emre, Mevlana, MahmatKaşgari, Ali Kuşçu, Mahdum Kuli, Abay, Genceli Nizami, and the like)3.
