More often than many people think, this is the way things comeabout and traditions survive. Without requiring any effort from power, byvirtue of vvritten and oral tradition.The pages, that follow, written in a symbolic date for the Spaniards,seek to rekindle the memory of an episode of the cultural policy of Spainwhich and unfolded in the fıfties and sixties of the XX century.I am referring specifically to the promotion of Professor EmilioGarcıa Gömez (1905-1995) to the rank of cultural supra-Ambassador(such was the ad hoc terminology that Mr. Fernando Mana Castiella, thethen Minister of Foreign Affairs, put into circulation). Ambassador, precisely,in three countries of the Eastern Meditenanean basin. Iraq, in July1958; Lebanon, in December 1960; and, finally Turkey, in December1962.It vvas, from my point of vievv, a considerable turningpoint that thepolitical Regime of Spain instilled to the "Meditenanean" orientation ofits foreign action. That is, to its attempt to balance the progressive Spanishintegration into the international fora during the harshest decades ofthe so-called Cold War betvveen 1949-1962, and at a time vvhen the Araband Islamic countries of the Meditenanean basin vvere in full nationalistsvving -from the Maghreb to the Egypt of Nasser, from the Iran ot Dr.Moussadeg to the fledgling belligerent State of Israel.If on the one hand, the egregious professor, and author interruptedfor some time his bibliographic "productivity" (to resume it in 1970, bythe way), on the other hand -conversely- the general interests of Spain(and those of a cultural nature in particular) vvere crovvned by the foundationof the Spanish-Arab Cultural Institute in 1954, and the proliferationof Cultural Centers of Spain in the emerging Arab World an the TurkishRebuplic, throughout the tvvo decades the recovery of the past vvhich concernsus here takes roots. On top of this comes the policy of treaties andagreements that Madrid concluded vvith the bordering countries of Müslimancestry.The role that Garcıa Gömez played at this international juncture hasnot been fully recognised as yet. The posthumous homages paid to himby the Madrid-based Egyptian Institute of Islamic Studies 6 and theAWRAQ magazine of the Institute of Cooperation vvith the Arab World 7 ,have stood out the many facets of the vvell-knovvn Arabist.
