A thought tothe point, vvhose effective application stili is an aspiration of the internationalcommunity, specially of the peoples of the South, who are a majority,for whom security implies not only independence and the lack ofthreats, but also the possibility of an autonomous development, free ofimpositions, as a basis for well-being.In this context, and bearing in mind the role the United Nations iscalled upon to play in the aftermath of the Cold War, what the great leaderof the Turkish Revolution said about its predecessor, the League ofNations, is quite significant: "it must, he pointed out, manifest itself anddevelop as an institution which is not an instrument of domination by thestrong, but as one which assures harmony and balance betvveen nationsand which helps conflicts to be reviewed and settled within fair and equitablepremises" 17 . In short, a current, full-fledged program of action forthe supreme world organization was outlined.A new world order truly just and humane requires, to summarize,statesmen with far-reaching vision and a strategic thinking capable of designinga better future for ali.
