In the period of Mustafa Kemal's government Turkey made peacefuldevelopment the first and foremost task of its foreign policy. So MustafaKemal tried to normalize relations vvith ali countries, especially westernstates, since Mustafa Kemal and his follovvers did not want to have anyfactors interfering vvith those great reforms, that vvere under vvay in Turkey.Their successful implementation depended on peace, so in 1931 oneof the poits of the Turkish leading party program vvas "peace in the country,peace in the vvorld". The same idea vvas sounded in the speech of theforeigh minister Tevpik Rushti- bei in 1931, July, 16, in mejlis, vvhere hesaid, that the main line of Turkish foreign policy is establishing relationsvvith ali the countries of the vvorld. The USA ambassador Mr. Grue notedconcerning the Turkish foreign policy: "The Turkish government in mostsensitive to its prestige, it concludes and is ready to conclude numeroustrade agreements vvith representatives of ali other nations".Turkey managed to normalize relationship vvith England, France,USA, vvhat is most important, vvith Greece, vvhich fact allovved Turkey toparticipate in the conference of balkan countries held in Athens in 1930,vvhere the Balkan Union vvas formed as a constantly active organization,vvith its secretariat and assembly. The Balkan Union second conferencevvas held in Turkey, first in istanbul, then in <strong>Ankara</strong>, Mustafa Kemal metthe conference participants. Then follovving conferences vvere held inBukarest and Saloniki, hovvever, because of some internal contradictions,especially because of Bulgaria and Albany, vvho invariably put forvvardthe question of national minorities inhabiting other countries, this Unionvvas soon disintegrated, and in 1933 vvas replaced by Balkan Antanta,vvith Turkey, Grece, Rumania and Yugoslavia as its memkers.In 1931 Turkey declared readiness to enter the League of Nations. InJuly 1931, at the session of mejlis, the forign minister Tevpik-Rushtubeydeclared: "The idea of the League of Nations existence, is an ideathat is looked on vvith respect by the Turkish population, vve can say, it isour idea". He also said: "Turkey has a lot of friends in the League of nations".In 1932 the League of Nations Council unanimously approved Turkeyas a member state of the League. A French delegate rightly noted:"Turkey vvill be a bridge betvveen the West and the East, vvhich is mostuseful for the League"."Turkey joining the league of Nations has confirmed the fact, as theTurkish historians say, that Turkey refused to cooperate vvith only onecountry-Russia".Turkey also continued to cooperate vvith the Soviet Union, vvhichvvas its principal trade partner.308
