such. <strong>UNESCO</strong> should not duplicate work which is being done by other United Nations organizations; <strong>UNESCO</strong><br />

must not use its resources on activities which do not correspond to its core mandate; and <strong>UNESCO</strong> must not<br />

allow the programmes to be spread over too many activities. In the future, we wish to find in <strong>UNESCO</strong>’s trunk a<br />

selected number of highly visible initiatives that make a difference in the world and which build on <strong>UNESCO</strong>’s<br />

values and visions. Denmark wishes to recall <strong>UNESCO</strong> as a meeting of cultures, true to its core mandate as an<br />

intellectual agency.<br />

23.10 It is of crucial importance to Denmark that the new Director-<strong>General</strong> can deal with the managerial issues<br />

of the Organization. There must be more proper programmes, more measurable objectives, and more<br />

accountability and transparency – as well of course as proper evaluation of the programmes. Recently, we have<br />

read articles in the international press which were highly critical of <strong>UNESCO</strong>. When allegations like that are<br />

made, <strong>UNESCO</strong> should be able to respond.<br />

23.11 Madam President, at the threshold of a new millennium it is clear that we need <strong>UNESCO</strong> more than ever<br />

as a meeting place for cultures. Therefore, the Danish Government is looking forward to cooperation with a<br />

<strong>UNESCO</strong> that is still in the process of development, a <strong>UNESCO</strong> that is prepared to meet the challenges of a new<br />

millennium.<br />

23.12 Mr Federico Mayor, I want to address directly to you my gratitude for your personal enthusiasm and<br />

determined efforts to bring <strong>UNESCO</strong> into the focus of attention and to generate a dynamic commitment to its<br />

work. I think that you have truly succeeded in making <strong>UNESCO</strong> more visible in the world.<br />

23.13 Madam President, in my speech I have underlined what I hope to find in the future: a trunk of <strong>UNESCO</strong><br />

full of values and vision, action and efficiency and not, for instance, duplicated work or programmes spread over<br />

too many activities. In that case we could say, in Hans Christian Andersen’s own words: “It is a very wonderful<br />

trunk. No sooner do we press on the lock than the trunk can fly!”. Thank you, Madam President.<br />

Your Excellency, I should like to thank you for your excellent presentation. Not only did you keep<br />

within the time limit, but you showed a very deep and true understanding of the Organization, which is deeply<br />

appreciated. Your presentation has brought our morning’s deliberations to a close. I thank you all for attending<br />

and we shall meet again at 3 p.m. The meeting is adjourned.<br />
