41.32 The Commission considered that the follow-up to the World <strong>Conference</strong> on Science should shape the<br />

process of developing a prospective vision for <strong>UNESCO</strong> in the twenty-first century. It identified a number of<br />

themes that should be addressed, as follows: the fight against poverty, in all its forms, in both developing and<br />

industrialized countries; science education, especially with a view to increasing the capacity for basic research,<br />

with specific attention to the training of women and girls; a gender perspective to support the integration of<br />

women in the various fields of science and technology, as well as in social and human sciences; the need for a<br />

future generations approach, with a focus on children’s perspectives, as they are the most vulnerable victims of<br />

war and poverty; environment and sustainable development, with particular attention to natural disaster<br />

prevention, climate change and the need to integrate ecological and economic perspectives, sustainable socioeconomic<br />

development being envisioned as a shared goal for the five intergovernmental scientific programmes;<br />

promotion of cultural diversity by supporting local responses to globalization; support for the elaboration of an<br />

international ethical framework for the application of scientific results in a manner which will preserve human<br />

rights and human integrity, and also alert decision-makers to the risks associated with excessive knowledge<br />

privatization and the brain drain; and lastly, access to and means of communication of scientific information. It is<br />

primordial to develop an innovative strategy using informatics to bridge the widening gap between countries.<br />

41.33 This concludes the oral report of the Commission, but Madam President, there are so many delegates<br />

and staff within the Secretariat, the technical staff, the interpreters, who have put their energy and integrity into<br />

this report. I want to thank all of them, and thank you for your attention.<br />

42. The PRESIDENT:<br />

Thank you Mr Lugujjo. I wish to congratulate you on the excellent work you have accomplished<br />

together with the other members of the Commission and with the help of the Secretariat. I appreciate the effort<br />

you have put into the preparation of this report. I remind delegates that the report, the printed document before<br />

them, is submitted for their consideration in its entirety. And I now open the floor for members who wish to make<br />

comments in addition to those made this morning. I give the floor to the representative of Senegal.<br />

43.1 M. PAPA GOUMBA LO (Sénégal) :<br />

Merci, Madame la Présidente. Je remercie le Président de la Commission III pour la clarté de son<br />

exposé et la fidélité de son rapport, auquel j'aimerais néanmoins proposer une légère modification. En effet, le<br />

Sénégal a présenté une demande concernant la création d'une chaire <strong>UNESCO</strong> en sciences de la terre qui serait<br />

au carrefour de trois programmes prioritaires de l'<strong>UNESCO</strong> - coopération interuniversitaire dans le domaine des<br />

sciences de l'ingénieur, gestion des ressources en eau dans un environnement vulnérable et gestion du système<br />

terrestre en vue de réduire la vulnérabilité aux catastrophes naturelles. D'autre part, la formation des ingénieurs<br />

de la sous-région Afrique est actuellement assurée par un seul institut, situé à Dakar et pris entièrement en charge<br />

par le Sénégal, qui forme des étudiants du Sénégal, mais aussi du Gabon, du Tchad et du Congo. Nous avions<br />

demandé par écrit que cet institut soit appuyé par la création d'une chaire <strong>UNESCO</strong>, mais j'ai l'impression que la<br />

longueur du rapport a dû faire que le Président a omis d'en parler.<br />

43.2 Je propose donc que dans le paragraphe du rapport oral où il est dit que "plusieurs intervenants ont<br />

insisté sur le fait qu'il importait de renforcer l'enseignement et la formation universitaires dans les domaines de la<br />

scienceetdel'ingénierie",aubasdelapage2 dans la version française, il soit simplement fait mention des<br />

chaires <strong>UNESCO</strong>, et notamment de la création à Dakar d'une chaire <strong>UNESCO</strong> en sciences de la terre. Cette<br />

proposition avait été appuyée en commission par le Burkina Faso, le Niger et de nombreux autres pays de la<br />

sous-région. Merci, Madame la Présidente.<br />

44. The PRESIDENT:<br />

I ask distinguished delegates to refer not to the oral presentation but to the relevant pages in the printed<br />

document, 30 C/63 and Add. and Corr., because that is what we shall be adopting or amending. The<br />

representative of Zimbabwe has the floor to be followed by that of Tonga.<br />

45. Mr MAMBO (Zimbabwe):<br />

Madam President. First of all I would like to thank all the Member States who have supported draft<br />

resolution 21 on the World Solar Programme. As I speak, I note that five more members have expressed support<br />

for the programme. I would also like to thank Commission III for the manner in which they handled the<br />

programme. It is a very important programme and I think this emerged clearly from the way the debate went in<br />

the Commission. I have a small point to raise: considering the fact that the 2000-2001 biennium is the first time<br />

the World Solar Programme will be receiving funds from <strong>UNESCO</strong>, and that these are the funds that are actually<br />

going to launch the programme, we hope that the proposed evaluation will only be carried out after the<br />
