1.1 THE PRESIDENT:<br />

Ladies and gentlemen, in accordance with the Rules of Procedure, I shall adjourn the meeting for five<br />

minutes pending a quorum.<br />

1.2 I declare open the thirteenth plenary meeting of the <strong>General</strong> <strong>Conference</strong>. As we decided in the plenary<br />

this morning, we shall now examine agenda item 3.2 Adoption of the provisional budget ceiling for 2000-2001.<br />

The document for this item is 30 C/81. I now give the floor to the Chairperson of the Administrative<br />

Commission, who will present to you his Commission’s recommendations. Mr Marshall, you have the floor.<br />

2.1 Mr MARSHALL (New Zealand), Chairperson of the Administrative Commission:<br />

Chairperson, colleagues, ladies and gentlemen, before presenting the Administrative Commission’s<br />

recommendation to the <strong>General</strong> <strong>Conference</strong> with regard to the provisional budget setting for 2000-2001, I would<br />

like to give you one or two pieces of information about the meeting. I want to recall firstly that the 155th session<br />

of the Executive Board invited the Director-<strong>General</strong> “to prepare a Draft Programme and Budget for the financial<br />

period 2000-2001 (30 C/5), for further study by the Executive Board at its 156th session, on the basis of zeronominal<br />

and zero-real growth scenarios”.<br />

2.2 As requested, the Director-<strong>General</strong> presented two budget scenarios in the Draft Programme and Budget<br />

(document 30 C/5 - the blue book), a scenario A budget level, representing a zero-nominal growth level of<br />

US $544,367,250, and a scenario B budget level representing a zero-real growth level of US $567,812,250. The<br />

two scenarios proposed by the Director-<strong>General</strong> were the subject of intensive debates in the Finance and<br />

Administrative Commission at both the 156th and 157th sessions of the Executive Board, which led to the<br />

Executive Board’s consensus recommendation of a budget ceiling of US $544,367,250 for the 2000-2001<br />

biennium at an exchange rate of 5.7 French francs to one United States dollar; in other words scenario A, or zeronominal<br />

growth.<br />

2.3 The Administrative Commission’s debate - that is, at this <strong>Conference</strong> - on the provisional budget ceiling<br />

per se led to little discussion, most of the delegates who addressed this item considering that the Executive<br />

Board’s recommendation of a zero-nominal growth budget of some $544 million reflected the majority view.<br />

One delegate voiced regrets that a few Member States which are not Members of the Executive Board had felt<br />

unable to take a full part in the discussion. The Commission, however, recommended that the <strong>General</strong><br />

<strong>Conference</strong> approve a provisional budget ceiling of US $544,367,250 as contained in document 30 C/8l, which is<br />

before you. Thank you, Madam President.<br />
