30. The PRESIDENT:
I should like to thank the distinguished delegate of Barbados. The remaining speakers on the list are
Uruguay, Benin, Dominican Republic, Madagascar, Ecuador, Ukraine, Mauritania, Viet Nam, United Republic
of Tanzania, Algeria, Equatorial Guinea and Mali. Are there any more delegates wishing to speak? I shall
therefore close the list of speakers. I now give the floor to the distinguished delegate of Uruguay.
31.1 Sr. CASTELLS (Uruguay):
Gracias señora Presidenta: El Proyecto transdisciplinario “Hacia una cultura de paz”, que se inició en el
año 1996, siempre mereció el apoyo de nuestro país, el Uruguay, que vio en él un primer intento de agrupar
actividades que estaban dispersas. Como colofón de las tareas realizadas, la cultura de paz se convierte en un
objetivo común del sistema de las Naciones Unidas, y la UNESCO en el centro de coordinación. Abro aquí un
paréntesis para señalar que, en el mundo internacional, “cultura de paz” es hoy sinónimo de Federico Mayor
Zaragoza.
31.2 Nuestro país, señora Presidenta, va a adelantarse al Año Internacional de la Cultura de Paz organizando
a su cargo la Conferencia Internacional de Ministros y Altos Funcionarios encargados de la Educación Física y el
Deporte (MINEPS III), que se celebrará en Punta del Este a fines de este mes, y a la cual exhortamos a todos los
países a enviar una delegación, que será recibida con toda la hospitalidad clásica de nuestro país. El año 2000
será además el año del centenario de la publicación de “Ariel”, de José Enrique Rodó, obra cumbre de uno de los
más notables prosistas de la lengua española. “Ariel” fue una obra que influyó notablemente en todo el
pensamiento latinoamericano a partir de principios de siglo, y el arielismo llegó incluso a convertirse en escuela
literaria en varios países de América. Recordemos pues una frase de “Ariel” que encaja perfectamente con esta
Organización: “la democracia y la ciencia son, en efecto, los dos insustituibles soportes sobre los que nuestra
civilización descansa”.
31.3 En la oposición entre Ariel, el genio sutil, y Calibán, el monstruoso gnomo obligado a obedecer a un
poder superior, personajes de “La tempestad” de Shakespeare, está todo el simbolismo del estudio filosófico de
Rodó, que se dirige a la juventud de América Latina y la incita a dejar los caminos del utilitarismo y la
sensualidad sin ideal, que son los de Calibán, para seguir los de Ariel: la espiritualidad que ama la inteligencia
por ella misma, la belleza, la gracia y los misterios del infinito.
31.4 Nosotros, señora Presidenta, apoyamos pues esta cultura de paz, este Proyecto Transdisciplinario, y
apoyaremos los proyectos de resolución correspondientes. Gracias, señora Presidenta.

Thank you, Madam President. The transdisciplinary project “Towards a culture of peace”, which was
launched in 1996, has always enjoyed the support of our country, Uruguay, which saw it as a first attempt to group
together previously scattered activities. As the hallmark of activities carried out, the culture of peace has become a
common goal of the United Nations system, with UNESCO as the coordinating agency. Here, I digress a moment
to state that, in the international world, “culture of peace” is now synonymous with Federico Mayor Zaragoza.
(31.2) Our country, Madam President, will be anticipating on the International Year for the Culture of Peace by
organizing under its own responsibility the International Conference of Ministers and Senior Officials Responsible
for Physical Education and Sport (MINEPS III), which will be held in Punta del Este at the end of this month and
to which we urge all countries to send a delegation, which will be received with all of our country’s traditional
hospitality. The year 2000 will also mark the centenary of the publication of José Enrique Rodó’s “Ariel”, a
masterpiece of one of the most famous writers of the Spanish language. “Ariel” had a great influence on all of Latin
American thought as from the beginning of the century, and “Arielism” even became a school of literary thought in
several countries in the Americas. It is worth recalling a line from “Ariel” that fits this Organization perfectly:
“Democracy and science are, in effect, the two irreplaceable pillars on which our civilization rests”.
(31.3) In the contrast between Ariel, the shrewd genie, and Caliban, the monstrous gnome obliged to obey a
superior power, both characters from Shakespeare’s “Tempest”, lies the full symbolism of Rodó’s philosophical
essay, in which he turns to Latin America’s youth and urges it to forsake the pathways of utilitarianism and
sensuality devoid of ideals taken by Caliban, for those followed by Ariel: spirituality, in which intelligence is
prized for itself, beauty, grace and the mysteries of the infinite.
(31.4) Madam President, we therefore support this culture of peace, this transdisciplinary project, and will
support the relevant draft resolutions. Thank you, Madam President.
