3. The PRESIDENT:<br />

Thank you Mr Chetsanga. I now invite the Secretary of the <strong>General</strong> <strong>Conference</strong> to read out the messages<br />

received on this occasion.<br />

4.1 Le SECRETAIRE :<br />

Merci, Madame la Présidente. Je voudrais donner lecture de deux messages qui ont été adressés à<br />

M. Federico Mayor, à l'occasion de son départ. Le premier émane de S. S. le pape Jean-Paul II. Il est rédigé<br />

comme suit :<br />

"Informé de la cérémonie organisée pour votre départ lors de la 30e session de la Conférence générale de<br />

l'<strong>UNESCO</strong>, je vous adresse mes cordiales salutations, me réjouissant du travail accompli pendant vos<br />

mandats comme Directeur général. Alors que va s'ouvrir bientôt un nouveau millénaire, je formule des<br />

souhaits pour que votre action au service de l'<strong>UNESCO</strong>, notamment en faveur des personnes et des<br />

cultures, soit poursuivie, permettant ainsi la construction d'une société de paix, de justice et de solidarité.<br />

Je demande au Seigneur de vous combler de ses bénédictions ainsi que vos proches et les personnes qui<br />

participent à cette rencontre mémorable."<br />

4.2 Le second message a été adressé à M. Mayor par la Secrétaire d'Etat des Etats-Unis d'Amérique,<br />

Mme Madeleine Albright :<br />

(The speaker continues in English)<br />

“Dear Mr Director-<strong>General</strong>,<br />

I recall with pleasure our meeting in New York some years ago and have been aware since then of your<br />

excellent work at <strong>UNESCO</strong>. Permit me now to extend to you my most sincere congratulations and good wishes<br />

as you complete 12 years of remarkable service.<br />

You assumed the Director-<strong>General</strong>ship at a troubled time for <strong>UNESCO</strong>, and promptly refocused the<br />

Organization on the democratic principles on which it was founded. You shaped <strong>UNESCO</strong> into an agency that,<br />

as its founders envisioned, attempts to build peace by promoting democratic practice, human rights and the free<br />

flow of ideas through international cooperation in education, science, culture and communication.<br />

We appreciate the welcome you have extended to us to participate in <strong>UNESCO</strong>’s work during this<br />

interim period of non-membership. It has led to dozens of constructive partnerships between <strong>UNESCO</strong>, United<br />

States Government agencies and American civil society. <strong>UNESCO</strong> is an organization whose values we share,<br />

whose work we encourage and whose ranks we expect to rejoin. We recognize and applaud the extraordinary<br />

leadership and vision you have brought to <strong>UNESCO</strong> and we wish you every success in your future endeavours.<br />

Thank you Mr Secretary. I now have the honour of inviting His Excellency the Foreign Minister of<br />

Spain, Mr Abel Matutes, to read a message from His Majesty King Juan Carlos.<br />

6.1 Sr. MATUTES (España):<br />

Señora Presidenta de la Conferencia <strong>General</strong>, señor Presidente del Comité Ejecutivo, señor Director<br />

<strong>General</strong>, señores embajadores, señoras y señores: Me es especialmente grato, como Ministro de Asuntos<br />

Exteriores de España, sumarme a este homenaje a Federico Mayor Zaragoza, al término de sus doce años de<br />

brillante mandato como Director <strong>General</strong> de la <strong>UNESCO</strong>. Me van a permitir que proceda a leer el mensaje que<br />

Sus Majestades los Reyes de España envían al Director <strong>General</strong> de la <strong>UNESCO</strong>:<br />

“Nos complace mucho sumarnos al homenaje que la Conferencia <strong>General</strong> te rinde con motivo de la<br />

finalización de tu segundo y último mandato al frente de la Organización.<br />

La Reina y Yo queremos enviarte nuestra más cordial felicitación y enhorabuena por la brillante gestión<br />

realizada a lo largo de más de doce años de muy fructífera labor en favor de la paz, promoviendo la<br />

educación, la ciencia y la cultura y defendiendo con firmeza los más nobles valores y aspiraciones de la<br />

humanidad.<br />
