5.1 The PRESIDENT:<br />

The <strong>General</strong> Committee also discussed the status of Member States which are in arrears and have not<br />

sent communications invoking the provisions of Article IV.C, paragraph 8(c), of the Constitution. May I remind<br />

you that according to Rule 86, paragraph 2, of the Rules of Procedure of the <strong>General</strong> <strong>Conference</strong>, a Member<br />

State shall have no vote in the <strong>General</strong> <strong>Conference</strong> if the total amount of contributions due from it exceeds the<br />

total amount of the contributions payable by it for the current year and the immediately preceding calendar year.<br />

However, the <strong>General</strong> <strong>Conference</strong> can permit such a Member State to vote if it is satisfied that the failure to pay<br />

is due to conditions beyond the control of the Member State. Paragraph 4 of the same rule stipulates that Member<br />

States shall address their communications invoking the provisions of Article IV.C, paragraph 8(c), of the<br />

Constitution to the Director-<strong>General</strong>, who shall transmit them to the Administrative Commission. You may recall<br />

that on the recommendation of the <strong>General</strong> Committee, the <strong>General</strong> <strong>Conference</strong> decided to extend the deadline<br />

for receiving these communications to 1 p.m. on 2 November, which was yesterday. The Administrative<br />

Commission has examined the communications received before the expiration of the new deadline.<br />

5.2 I would like to inform you about the status of Member States in arrears that did not send<br />

communications to that effect before the new deadline. These States are: Afghanistan, Antigua and Barbuda, Sao<br />

Tome and Principe, Yugoslavia and Vanuatu. It should be pointed out that among these five States, only<br />

Afghanistan, Sao Tome and Principe and, as of yesterday, Vanuatu are actually represented and are participating<br />

in the session. According to Rule 86, paragraph 5, of the Rules of Procedure of the <strong>General</strong> <strong>Conference</strong>, in the<br />

absence of communications invoking the provisions of Article IV.C, paragraph 8(c), these Member States “may<br />

no longer be authorized to take part in voting at that session of the <strong>General</strong> <strong>Conference</strong>”. I now invite the plenary<br />

to take note of this list of countries which will not have the right of vote during this session, as presented by the<br />

<strong>General</strong> Committee. There are no comments. The <strong>General</strong> <strong>Conference</strong> has taken note that we shall abide by the<br />

agreed Rules of Procedure.<br />

We now continue the general policy debate, scheduled for today. As the first speaker, I call upon His<br />

Excellency Dr Alkilou Ahmet Barringaye, Minister of National Education of Niger.<br />

7.1 M. BARINGAYE (République du Niger) :<br />

Madame la Présidente de la Conférence générale, Monsieur le Président du Conseil exécutif, Monsieur<br />

le Directeur général, Mesdames et Messieurs les chefs de délégation, honorables participants, Mesdames et<br />

Messieurs, permettez-moi tout d'abord de présenter à Madame la Présidente de la Conférence mes chaleureuses<br />

félicitations pour sa brillante élection et tous mes voeux de succès dans l'accomplissement des tâches ardues et<br />

exaltantes qui sont les siennes. C'est également pour moi l'occasion de rendre un hommage mérité au Directeur<br />

général de l'<strong>UNESCO</strong>, M. Federico Mayor, dont le mandat, marqué par des innovations pertinentes, a de toute<br />

évidence insufflé une dynamique nouvelle à notre Organisation.<br />

7.2 Monsieur le Directeur général, en cette aube du XXIe siècle où la prolifération de la violence et des<br />

conflits de tous ordres constitue dans différentes régions de notre planète le lot quotidien de nos semblables et<br />

une menace pour la survie de l'humanité, l'<strong>UNESCO</strong> a retrouvé sous votre conduite la vitalité et la plénitude de<br />

sa mission originelle : construire la paix. En faisant de la paix et de la tolérance le substrat de votre action à la<br />

tête de l'<strong>UNESCO</strong>, vous avez réussi - avec brio il faut le dire - à faire partager à ce monde dominé par la culture<br />

de la violence, l'intolérance, la marginalisation et l'exclusion, votre conviction profonde qu'il ne peut y avoir de<br />

développement humain durable sans la paix et la stabilité.<br />
