1.1 The PRESIDENT:
Ladies and gentlemen, I declare open the third plenary meeting of the 30th session of UNESCO’s
General Conference. I am sorry we are late in starting, which was due to a meeting of the General Committee and
may happen again. In normal circumstances, I would very much appreciate punctuality as there is a lot to be
discussed and decided.
1.2 During this session of the General Conference, we have great pleasure in welcoming among us the
Federated States of Micronesia, which joined UNESCO on 19 October 1999. The instruments of acceptance have
been submitted for consideration and accepted in accordance with the Constitution of the Organization. I now
have the honour of inviting the Honourable Redley Killion, Vice-President of the Federated States of Micronesia,
Head of Delegation, to come up to the podium to place his country’s flag. So this is a festive occasion.

1.3 Let me congratulate Micronesia as a new Member State. I should also like to express our own
satisfaction at having Micronesia among us – the small States have often contributed a great deal to the
Organization.

2. The PRESIDENT:
Before tackling the first main item on this morning’s agenda, that is document 30 C/2 Rev., which
contains the recommendations of the Executive Board concerning the organization of the work of the 30th
session of the General Conference, I wish to inform you that the General Committee of the General Conference
held its first meeting this morning. It approved the list of speakers for the meetings of today and tomorrow. The
General Committee also recommended to the General Conference the addition of a number of items to the
agenda. I therefore invite the Secretary of the General Conference to read out the proposed new items.

Merci, Madame la Présidente. Le Bureau était saisi ce matin de trois propositions d'inscription de
nouveaux points à l'ordre du jour de la Conférence générale. Faute de temps, il a dû différer l'examen d'un de ces
trois points jusqu'à sa prochaine réunion. A l'issue de la réunion de ce matin, le Bureau recommande à la plénière
l'inscription à l'ordre du jour des deux points suivants : "Proclamation du 21 marscommeJournéemondialedela
poésie" et "Admission des îles Caïmanes en qualité de Membre associé de l'Organisation". Merci, Madame la
Présidente.
4.1 The PRESIDENT:
In accordance with the recommendation of the General Committee, you are asked to place two new
items on the agenda. May I remind you that a two-thirds majority of members present and voting is required in
this case. Are there any objections to placing any of these items on the agenda?
4.2 The inclusion of these items on the agenda is thus approved.
