демократического управления, толерантности культуры мира. В одном из университетов создана<br />

соответствующая кафедра ЮНЕСКО, разрабатываются учебные материалы программы, которая<br />

воспитывает молодое поколение в духе культуры мира, толерантности. Таким образом, создана сеть<br />

структур на Украине, которая содействует реализации образовательного аспекта проекта культуры мира.<br />

Хотелось бы обратить внимание на новаторский аспект программы действий. Мы считаем, что<br />

деятельность в интересах культуры мира будет актуальна и перспективна лишь тогда, когда она будет<br />

нацелена на содействие новаторским подходам, отвечающим новым ситуациям и потребностям времени<br />

стран и регионов. Мы считаем, что будущей программе необходимо более четко сформулировать цели и<br />

задачи ЮНЕСКО в этой области, определить ее роль и место в формировании глобальной психологии<br />

культуры мира, в частности в реализации упомянутых Деклараций и программы действий.<br />

41.3 И в заключение, уважаемая г-жа Председатель, хотел бы отметить, что стратегия культуры мира -<br />

это тот манифест, то знамя будущего ЮНЕСКО, которое нынешний Генеральный директор передает<br />

новому Генеральному директору нашей Организации, и, хотелось бы выразить уверенность, что<br />

ЮНЕСКО и в дальнейшем будет ключевой Организацией, способствующей формированию в умах людей<br />

культуры мира, толерантности и ненасилия. Наша делегация поддерживает проект решения по этому<br />

вопросу. Благодарю Вас.<br />

(41.1) Mr DEMIANIUK (Ukraine) (Translation from the Russian):<br />

Thank you, Madam President. Ukraine has on numerous occasions demonstrated its support for<br />

<strong>UNESCO</strong>’s efforts to bring about a culture of peace, a climate of tolerance, and international stability and security<br />

through humanitarian means. These lines of thrust are given priority in Ukraine’s foreign policy. Our delegation is<br />

pleased to note the progress in the development of the concept of a culture of peace, and the tremendous role that<br />

<strong>UNESCO</strong> has played in this regard. Since 1989, when this concept was first formulated, the Organization has<br />

accomplished significant work to further develop it and put it into practice, in particular in such instruments as the<br />

United Nations <strong>General</strong> Assembly’s Declaration and Programme of Action on a Culture of Peace, which we are<br />

now discussing. These instruments provide, in our view, an important new impetus not only to further elaborate the<br />

concept of the culture of peace, but also to ensure that it is genuinely put into practice. As has already been noted<br />

here, the idea of a culture of peace is sparking an increasingly broad response among the most diverse sections of<br />

civil society, becoming ever more topical and acquiring ever greater popularity and support. This is demonstrated<br />

by the declarations of the leaders of numerous countries and other prominent politicians, and to crown it all, by the<br />

proclamation by the United Nations of the International Year for the Culture of Peace. With regard to the practical<br />

importance of <strong>UNESCO</strong>’s action within the framework of the International Year for the Culture of Peace, and also<br />

its involvement in the Programme of Action on a Culture of Peace, I should like to make the following comments.<br />

It has been repeatedly stressed that action in these areas to a significant degree defines the role of <strong>UNESCO</strong> in the<br />

contemporary world, and helps to strengthen its ethical mission. That was fairly clearly emphasiяed during the<br />

discussions held by the Organization on the theme “Analysis of the role of <strong>UNESCO</strong> in the twenty-first century”.<br />

Particularly important for the implementation of the Programme of Action, in our view, is the need to acknowledge<br />

national and regional interests and to assist Member States with the implementation of measures aimed at bringing<br />

about a culture of peace and national and regional stability. In this connection, we share the view that alongside the<br />

theoretical conceptualization of a culture of peace, it is time to move on to concrete practical actions and projects.<br />

(41.2) Allow me to give a brief description of the multiplier effect of the project “Towards a culture of peace” in<br />

Ukraine. I should like to inform you that the President of Ukraine supported Manifesto 2000, and sent the Director-<br />

<strong>General</strong> of <strong>UNESCO</strong> a message on the occasion of the International Year for the Culture of Peace. In March of this<br />

year in Ukraine, with the help of <strong>UNESCO</strong>, we held the International <strong>Conference</strong> on Democratic Governance and a<br />

Culture of Peace for Countries of Eastern, Central and South-Eastern Europe. In view of the importance of the<br />

educational component of the culture of peace, I should like to mention the fact that Ukraine is establishing a<br />

centre for the study of democratic governance, tolerance and the culture of peace. In one of our universities, a<br />

corresponding <strong>UNESCO</strong> Chair is being established and textbooks are being developed for this programme, which<br />

is imbuing the younger generation with the spirit of the culture of peace and tolerance. A network of structures has<br />

thus been established in Ukraine, helping to implement the educational aspect of the culture of peace project. I<br />

should like to draw your attention to the innovative aspect of the Programme of Action. We believe that activities<br />

in favour of the culture of peace can only be relevant and promising if they are aimed at developing innovative<br />

approaches which are geared to the new circumstances and current needs of countries and regions. We consider<br />

that the forthcoming programme must formulate <strong>UNESCO</strong>’s objectives and tasks in this field more clearly, and<br />

determine the Organization’s role and place in the formation of a global psychology of the culture of peace, in<br />

particular with regard to the implementation of the above-mentioned Declaration and Programme of Action.<br />

(41.3) In conclusion, Madam President, I should like to say that the culture of peace strategy is the manifesto<br />

and banner of <strong>UNESCO</strong>’s future that the current Director-<strong>General</strong> will hand to the new Director-<strong>General</strong> of our<br />

Organization. I am certain that <strong>UNESCO</strong> will continue to be a key organization in helping to shape, in the minds of<br />

men, a culture of peace, tolerance and non-violence. Our delegation supports the draft resolution on this item.<br />
